
Mr. Vo Van Minh, Deputy Secretary of the City Party Committee, Chairman of the City People's Council, and Chairman of the Ho Chi Minh City Election Committee, presided over the meeting.
Ms. Nguyen Truong Nhat Phuong, Vice Chairwoman of the City People's Council and Vice Chairwoman of the Ho Chi Minh City Election Committee, stated that according to population statistics from the National Population Database, as of August 31, 2025, the city will have 14,352,292 people. Therefore, it is projected that there will be 42 electoral units to elect 125 representatives to the City People's Council. According to legal regulations, the total number of candidates nominated for the 11th term of the City People's Council (2026-2031) must be at least 208. Therefore, the Ho Chi Minh City Election Committee proposes nominating 220 candidates.
Reporting on the results of the first consultation meeting at the commune, ward, and special zone level, Mr. Pham Minh Tuan, Vice Chairman of the Vietnam Fatherland Front Committee, stated that to date, all 168/168 commune, ward, and special zone Fatherland Front Committees have held their first consultation meetings to agree on the structure, composition, and number of candidates for the People's Councils of communes, wards, and special zones for the 2026-2031 term. As a result, it is projected that 7,452 candidates will be nominated for the People's Councils of communes, wards, and special zones for the 2026-2031 term, out of a total of 4,280 elected representatives. Among these, Thanh An commune has the fewest elected representatives (15 representatives), while 13 units have the most elected representatives (30 representatives each).

At the meeting, Mr. Nguyen Tan Phong, Deputy Director of the Department of Internal Affairs of Ho Chi Minh City, stated that it is expected that 38 National Assembly delegates for the 16th term will be elected in Ho Chi Minh City; based on population, each National Assembly delegate represents an average of over 337,000 people in the city. It is projected that Ho Chi Minh City will have 13 electoral districts for the 16th National Assembly, with each district having an average population of over 1.1 million people.
The second session of the City Election Committee heard reports on the progress of election organization; the plan for applying information technology and digital transformation to serve the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term in the city; and the plan for organizing election propaganda for deputies to the 16th National Assembly and deputies to the People's Councils at all levels of the city for the 2026-2031 term.
Speaking at the working session, Mr. Vo Van Minh, Chairman of the Ho Chi Minh City Election Committee, acknowledged the efforts of the committee members in ensuring the progress of the planned schedule. He requested that members continue to review and research solutions to address obstacles in the process of preparing for the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels of the city for the 2026-2031 term. He also urged the subcommittees of the City Election Committee to finalize their personnel; clearly define the overall plan; and assign specific responsibilities to ensure that all tasks are completed according to the legally stipulated timelines.
