Prioritize budget allocation for science , technology, and innovation.
The High-Tech Law (amended) consists of 6 chapters and 27 articles, regulating high-tech activities, policies and measures to encourage and promote high-tech activities, and activities related to the development of strategic technologies.
The State identifies the development of high technology and strategic technology as a strategic breakthrough for rapid and sustainable socio -economic development, ensuring national defense and security, and enhancing national technological self-reliance; applying the highest levels of incentives as prescribed by law on investment, taxation, land, and related policies to high-tech and strategic technology activities.

The State implements a focused and targeted investment policy; prioritizing the allocation of state budget funds for science, technology, and innovation to finance research, development, testing, application, and commercialization of high-tech and strategic technologies; investing in the development of technical infrastructure, digital infrastructure, and technological infrastructure to meet the requirements of digital transformation, green transformation, and improving productivity, quality, added value, and competitiveness of goods and services.
The State implements policies to support and strengthen linkages between research institutes, higher education institutions, and businesses to create a solid foundation for science, technology, and innovation; applies specific mechanisms and policies to develop, localize, master, and apply technology; and forms and develops high-tech enterprises, strategic technology enterprises, and high-tech and strategic technology startups.

The State has preferential policies and specific mechanisms to attract and develop high-tech and strategic technology human resources; ensuring the most favorable living and working conditions for high-tech and strategic technology human resources working in Vietnam.
The State shall issue and adjust policies promptly, transparently, and stably to meet development requirements, promote public-private cooperation, innovation, and the development of high-tech and strategic technology ecosystems; apply controlled testing mechanisms to promote innovation and the deployment of high-tech and strategic technology products and services; and strengthen the dissemination of policies and laws on high technology and strategic technology.
It is prohibited to exploit high-tech and strategic technologies to infringe upon national interests.
The law stipulates prohibited acts, namely exploiting high-tech and strategic technologies to infringe upon national interests, the legitimate rights and interests of organizations and individuals; causing adverse consequences to national defense, security, social morality, public health, and the environment.
Using advanced technology, strategic technology, or products and services derived from such technology to commit illegal acts. Infringing intellectual property rights relating to advanced technology, strategic technology, and related products and services.

Falsifying or deceiving in meeting criteria and conditions to receive support and preferential policies related to high technology and strategic technology. Illegally disclosing, buying, selling, or transferring technological secrets, data, and information related to high technology and strategic technology. Illegally obstructing or interfering with high-tech and strategic technology activities.
The law also stipulates that high-tech human resources include Vietnamese citizens, Vietnamese citizens residing abroad, and foreigners with high professional qualifications and skills, capable of researching and developing, mastering, transferring, or commercializing high technology and strategic technologies.

Chief engineers, experts, and scientists with practical experience in the development of high technology, high-tech products, strategic technologies, and strategic technology products.
The State has special preferential policies to attract, develop, and effectively utilize high-tech human resources in accordance with the law on science, technology, and innovation and other relevant laws.
The State has policies to support organizations and individuals investing in training, attracting, and developing high-tech human resources to serve the development of high technology and strategic technologies.
The law will come into effect on July 1, 2026.
