In the early days of operating the two-tiered local government system in the province, one of the beautiful images present across all 148 communes and wards was that of young volunteers in their green uniforms, wholeheartedly assisting people in accessing online public services. At the Lac Thuy Commune Public Administrative Service Center, volunteer teams of 3-7 young people were assigned to guide people in submitting online applications. Their friendly words and enthusiastic spirit seemed to alleviate the tense atmosphere, contributing to the smooth and efficient operation of the new government apparatus.

Mr. Nguyen Manh Toan from Manh Tien 1 village shared: "Initially, when submitting applications online, I was quite unfamiliar with technology. Fortunately, the young volunteers were very helpful in guiding me through the process, providing queue numbers, and resolving the procedures quickly and easily."

According to Kieu Thi Mung, a member of the Dong Lang village Youth Union, "Most elderly people have difficulty using electronic devices and remembering basic personal information. Although I arrived early and had to constantly guide people step by step, I was still very happy to contribute my efforts and work together with the entire political system to effectively operate the two-tiered local government model."

In implementing the work program of the Provincial Youth Union Standing Committee and the youth movement, the Commune Youth Union Standing Committee has developed and implemented a plan with the theme for 2025 - "Year of Youth Volunteers" with many key activities. These include volunteer activities participating in building new rural areas and civilized urban areas, and implementing peak volunteer campaigns with many meaningful and practical projects and tasks, demonstrating the pioneering, volunteer, and creative spirit of young people. Volunteer activities such as waste collection, tree planting, and environmental sanitation have spread, attracting hundreds of Youth Union members to participate. Notable projects and tasks include: the rural road lighting project, the national flag road project, children's playgrounds, and gift giving to students and families of policy beneficiaries, with a total funding of nearly 40 million VND.

In addition, the Standing Committee of the Commune Youth Union has focused on implementing revolutionary action movements and programs accompanying young people, ensuring widespread participation. Emphasis is placed on placing young people at the center and as the main actors in these activities. All youth activities and tasks are linked to the digital transformation tasks at agencies and units. The establishment of "Community Digital Technology " groups is maintained in villages and residential areas throughout the commune.

To promote the role of youth union members in the "All People Protect National Security" movement, the commune's Youth Union has coordinated with functional forces to strengthen the dissemination of legal education and awareness . It has also intensified efforts to educate youth union members and young people on ethics and healthy lifestyles, focusing on the harmful effects of alcohol, beer, tobacco, e-cigarettes, and stimulants. Furthermore, it has promoted drug prevention and control, and the prevention of school violence. Accordingly, the commune's Youth Union has established and maintained three youth volunteer teams in the area. It has launched a model of safe traffic gates at educational institutions. It has also built and effectively maintained the models of "Youth-managed roads for security and order" and "Residential areas free from youth social vices".

Comrade Tran Thi Hai, Secretary of the Lac Thuy Commune Youth Union, affirmed: The youth of the commune have been striving and determined to contribute to youth activities that promote local socio-economic development. These activities are organized with a broad scope, linked to political tasks and the practical needs of each agency and unit. Through this, an environment is created for Youth Union members to train, contribute, and grow, contributing to building a generation of young people who live beautifully, possess strong character and intelligence, and contribute to the cause of national construction and defense.
