On December 10th, in an interview with Tuoi Tre Online , Ms. Pham Hoai Tran, the project manager for "Nurturing Children in Quang Nam," stated that she had sent information to the foster parents regarding concerns surrounding the controversy related to the "Nurturing Children in the North" project.

To avoid undermining the trust of donors, Ms. Tran posted the system's statements, documents, and operating procedures in a group specifically for those who are adopting the child.

According to Ms. Tran, all funds received for the "Nurturing Children in Quang Nam" project are used exclusively in a single bank account, with full statements published annually and accompanied by the bank's confirmation stamp.

All expenditures must bear the official stamp of the education department or schools, and be updated every two months.

Interest earned on savings is added to the principal and used to purchase additional items such as stainless steel bowls and warm clothing, with updated photos.

There are no operating costs. The volunteers themselves cover all expenses, including travel to survey the school and gifts for the children.

All communication with the foster parents is handled by Ms. Tran herself, without using a chatbot, in order to minimize errors.

Photos of the children receiving meals are sent weekly by the teachers, and the group posts them publicly for caregivers to monitor. Information sent to caregivers' emails includes the address and phone number of the teachers and principal for verification.

She stated that the number of children adopted by the project in Quang Nam is currently around 3,500, so the control and verification process is "not overwhelming." The project has also uploaded a file containing the total number of adoption codes for foster parents to cross-check.

"We are independent in terms of operations, finances, and scale of implementation. Currently, the care of the children in Quang Nam is still proceeding normally, without any interruption," said Ms. Tran.

Many differences compared to Raising Children in the North.

Although she learned from the "Nurturing Children" model in 2019, Ms. Tran asserts that the Quang Nam project has many distinctive features.

The project only raises funds (connecting foster parents) during the period of March to May each year, after which it closes; it does not run year-round. Each child is only adopted by one person for the entire year; there is no monthly or quarterly adoption system, so there is no duplication of registrations or a child being fostered by multiple parents in a year.

She also affirmed that she had never previously reported on or had any operational contact with the "Nurturing Children in the North" project, even though she had learned from Mr. Hoang Hoa Trung's experience in the early stages (2019).
