The Minister of Culture, Sports and Tourism has issued Circular 17/2025/TT-BVHTTDL stipulating the list of radio and television channels serving essential political and informational propaganda tasks of the nation and localities.

This Circular stipulates the principles for determining and listing radio and television channels serving essential political and informational propaganda tasks at the national and local levels, and the responsibilities for its implementation.

According to the Circular, the principles for determining radio and television channels serving essential national political and informational propaganda tasks include:

These are radio and television channels of media organizations that hold broadcasting and television operating licenses.

Their guiding principles and objectives may be general current affairs and politics, or they may have specialized principles, objectives, and content, ensuring that they serve the information and propaganda needs of the nation's political, defense, security, ethnic, and foreign affairs tasks.

For radio channels serving essential national political and propaganda purposes, the minimum broadcast time must be 17 hours/day; the minimum time for self-produced programs must be 10 hours/day (of which, the minimum time for newly produced self-produced programs must be 4 hours/day).

For television channels serving essential national political and propaganda purposes, the broadcast time must reach 24 hours/day; the time for self-produced programs must reach a minimum of 10 hours/day (of which, the time for newly produced self-produced programs must reach a minimum of 5 hours/day).

The principles for determining radio and television channels that serve the essential political and informational propaganda tasks of the locality include:

These are radio and television channels of press agencies under the provincial or centrally-administered city administration that hold a radio broadcasting license or a television broadcasting license.

Its guiding principle and purpose is to provide comprehensive news and political information, ensuring that it serves the information and propaganda needs of political tasks and reflects all aspects of local activities.

For radio channels serving essential local political and propaganda purposes, the minimum broadcast time must be 14 hours/day; the minimum duration of self-produced programs must be 2 hours and 30 minutes/day (of which, the minimum duration of newly produced self-produced programs must be 1 hour and 30 minutes/day).

For television channels serving essential local political and propaganda purposes, the minimum broadcast time must be 15 hours/day; the minimum duration of self-produced programs must be 3 hours/day (of which, the minimum duration of newly produced self-produced programs must be 2 hours/day).

The circular clearly states that the list of radio channels serving essential political and informational propaganda tasks of the nation and localities is stipulated in Appendix I. Of these, 3 national radio channels are included in the list: News Channel (VOV1); Ethnic Groups Channel (VOV4); and National Foreign Affairs Channel (VOV5). 34 local radio channels are also included in the list, such as: Hanoi Radio, Ho Chi Minh City Radio, Tuyen Quang Radio, Cao Bang Radio, Lai Chau Radio, Lao Cai Radio, Thai Nguyen Radio, Dien Bien Radio, Lang Son Radio, Son La Radio, Phu Tho Radio, Bac Ninh Radio, Quang Ninh Radio, Hai Phong Radio, Hung Yen Radio, Ninh Binh Radio, etc.

The list of television channels serving essential national and local political and informational propaganda tasks is stipulated in Appendix II. This includes 5 national television channels: the General News and Politics Channel (VTV1); the National Foreign Affairs Television Channel - Vietnam Today (Vietnam Television); the Ethnic Language Channel (VTV5); the Vietnam National Defense Television Channel (QPVN); and the People's Police Television Channel (ANTV). The list also includes 34 local television channels such as: Hanoi Television Channel, Ho Chi Minh City Television Channel, Tuyen Quang, Cao Bang, Lai Chau, Lao Cai, Thai Nguyen, Dien Bien, Hai Phong, Hue, Da Nang, Can Tho, etc.

The circular will take effect from January 23, 2026.
