Quang Minh is accelerating land clearance for the Me Linh high-end urban area project.

In Quang Minh commune, the Party Committee and People's Committee focused on leading and directing the implementation of land clearance for the Me Linh High-Class Urban Area project with a high sense of responsibility, a systematic approach, and transparency; prioritizing propaganda and mobilization to create consensus among the people.

Take proactive measures early on and implement a coordinated approach.

The Me Linh High-End Urban Area project is a large-scale project, with a total land acquisition area of over 205 hectares, involving the land of thousands of households in many villages in Quang Minh commune and a part bordering Me Linh commune. This project has been identified by Hanoi city as having significant importance in the urban development strategy of the northern part of the capital, contributing to the completion of infrastructure, urban beautification, and creating opportunities to attract investment in the coming period.

Recognizing the unique nature and "sensitivity" of land acquisition, compensation, support, and resettlement, from the moment the investment policy for the project was approved, the Standing Committee of the Quang Minh Commune Party Committee identified this as a key political task requiring unified and consistent leadership and direction. A Steering Committee for land clearance for projects in the commune was established, chaired by the Party Secretary and Chairman of the People's Council, clearly demonstrating the leading role of the Party Committee in managing, coordinating, and resolving emerging difficulties.

Based on that, the People's Committee of the commune proactively developed a plan, issued many important decisions, established a Compensation and Support Council for land clearance and specialized working groups; and at the same time closely coordinated with the commune's specialized departments and agencies, and city departments and agencies to implement the steps according to legal procedures.

A notable highlight in the implementation of land clearance in Quang Minh commune is the emphasis on propaganda, mobilization, and direct dialogue with the people. In recent days, the commune has continuously organized information and propaganda conferences at the cultural centers of villages with land to be reclaimed, including conferences in Thuong Le and Dai Bai villages on December 16th, attracting the attention and participation of a large number of people.

At the meetings, Comrade Nguyen Thanh Liem, Secretary of the Party Committee and Chairman of the People's Council of Quang Minh commune, provided full and clear information on the legal basis for land acquisition; the scale and scope of the project; and the compensation, support, and resettlement policies according to current regulations. Issues of concern to the people, such as land prices, acquisition procedures, payment schedules, relocation of graves, and production support, were all explained openly and transparently, in a frank and constructive manner.

Attending the conference at the Thuong Le village cultural center, some households whose agricultural land is subject to expropriation expressed concerns about compensation prices, payment schedules, and requested that the commune ensure transparency, openness, and adherence to the law; they hoped the commune authorities would uphold their announced commitments and make full and timely payments to stabilize the lives of the households after land expropriation…

Strong political will, aiming for lasting consensus.

The direct presence of the heads of Party committees and government at these meetings, along with the spirit of frank dialogue, has contributed to strengthening trust, creating a democratic atmosphere, and gradually resolving concerns and difficulties among the people.

With a proactive and decisive approach, the land clearance work for the Me Linh High-Class Urban Area project in Quang Minh commune has achieved important initial results. Many land clearance maps have been approved; land acquisition notices have been issued to each household covering tens of hectares. The review and registration of land ownership records has achieved a high rate; many areas have been surveyed, and draft compensation and support plans have been prepared and publicly disclosed.

In addition, the commune has completed the inventory of all graves within the project area in several villages and developed a plan to support relocation in accordance with regulations. Working groups regularly monitor the area, coordinating with the Party branch committees, village heads, and the Fatherland Front Committee to disseminate information and mobilize each household.

However, practical implementation has also revealed numerous difficulties. The project is large-scale, involving many villages, with overlapping old projects, and inconsistent land records from different periods; the number of households involved is very large, with many cases involving complex inheritance and authorization issues. Some people are still waiting for new land prices and comparing land law policies from different periods, leading to a lack of consensus. These difficulties require the Party Committee and People's Committee of Quang Minh commune to be persistent and flexible in their methods of propaganda and mobilization, while upholding principles and legal discipline in implementation.

In response to the city's deadlines, the leaders of Quang Minh commune affirmed that they will strengthen the leadership role of the Party Committee and leverage the strength of the entire political system in land clearance work. The Fatherland Front and other political and social organizations are tasked with participating more deeply in mass mobilization work; cadres and Party members, especially those in leadership positions, must set an example, go directly to the grassroots, listen to and explain to the people.

Simultaneously, the People's Committee of the commune is focusing on completing legal documents, expediting the survey, and preparing and approving compensation and support plans for eligible areas; organizing timely and proper payments, building trust so that people will hand over the land as soon as possible.

It can be affirmed that, with a decisive spirit and systematic approach, focusing on propaganda and mobilization, Quang Minh commune is gradually creating positive changes in the land clearance work for key projects. The consensus of the people, along with the high political determination of the Party committee and the government, will be an important foundation for the Me Linh High-Class Urban Area project to be implemented on schedule, contributing to the sustainable and modern development of the locality and Hanoi.
