In the context of the Capital's construction industry being heavily impacted by market fluctuations, public investment progress, and pressure to transform corporate governance models, the workforce, especially direct laborers, older workers, and those working in arduous and hazardous environments, are facing numerous difficulties regarding employment, income, and social welfare.

Recognizing the unique characteristics of the construction industry—dispersed labor, project-based work, arduous working conditions, and income dependent on project progress and weather—the Hanoi Construction Industry Trade Union has proactively reformed its operational methods towards a "going to the grassroots - being close to members - for the benefit of members" approach. Instead of focusing solely on temporary, short-term activities, the Union prioritizes ongoing, sustained support activities stemming from the actual needs of workers, with particular attention paid to workers in difficult circumstances.

Subordinate trade union branches have strengthened their efforts to understand the living conditions, employment, thoughts, and aspirations of workers through various channels such as direct contact at construction sites and enterprises; regular dialogues; quick surveys using questionnaires; and coordination with employers to review cases of workers facing difficulties, work accidents, occupational diseases, serious illnesses, or those affected by production fluctuations.

Based on a thorough understanding of the situation, the Hanoi Construction Industry Trade Union has promptly implemented practical support activities such as visiting and assisting workers, providing emergency assistance, supporting housing repairs, giving gifts during holidays and Tet (Lunar New Year), providing bus tickets for workers to return home, organizing "Trade Union Meals," "Workers' Month," "Month of Action on Occupational Safety and Health," etc. Through these efforts, they have contributed to sharing difficulties and providing further motivation for workers to feel secure and committed to their businesses and the trade union.

According to Ms. Nguyen Thi Thanh, President of the Hanoi Construction Industry Trade Union, the Workers' Month and the Month of Action on Occupational Safety and Health are opportunities for trade unions at all levels and employers to promote activities to show appreciation, gratitude, and care for the lives of workers; improve working conditions; build harmonious, stable, and progressive labor relations, in order to promote production and business, ensure a safe working environment, and contribute to the stability and development of agencies, units, enterprises, the industry, and the country.

One of the highlights of the Hanoi Construction Industry Trade Union's activities is its close attention to specific groups of workers. These include those who work outdoors and are frequently exposed to hazardous environments; older workers who find it difficult to change jobs; female workers in the construction industry; and workers with low incomes, cramped living conditions, or those raising young children, or whose relatives are suffering from long-term illnesses and other difficulties.

For this group, the industry trade union has developed focused and targeted welfare programs. Local trade union units have proactively advised enterprise leaders on adjusting working hours in harsh weather conditions, arranging temporary rest areas at construction sites, providing additional personal protective equipment, hazardous work allowances, and conducting regular and specialized health check-ups for workers in strenuous environments such as sanitation workers and construction workers.

In addition, union members and workers who suffer work-related accidents, occupational diseases, or face particularly difficult circumstances are promptly visited and supported both materially and spiritually by the industry-level and grassroots unions, especially during the Lunar New Year season.

As one of the workers receiving close attention from the industry's trade union, Ms. Luong Thi Hien, a worker at Tay Do Environmental Joint Stock Company, emotionally shared: “I have been involved in environmental sanitation work for 23 years. Although the work is arduous, thanks to the care and encouragement of the company's leadership, especially the attention and support of the trade union, we have been motivated to overcome difficulties and hardships to successfully complete all assigned tasks, contributing to keeping the capital's environment green, clean, and beautiful.”

Meanwhile, Ms. Nguyen Thi Ngoc, a worker at Ha Dong Water Supply Company Limited, views the gift from the Trade Union as a "spiritual tonic" that helps her become stronger to overcome life's difficulties and continue to dedicate herself to the company's overall development.

Membership benefits - specific care, practical advantages

In a series of welfare activities, the launch of the "Union Member Welfare" point at Hanoi Zoo Co., Ltd. was praised by employees as clear evidence of a groundbreaking approach that closely addresses the needs of disadvantaged workers.

Here, union members and workers have access to essential goods such as food, dry goods, household items, and personal protective equipment at preferential prices lower than the market. In addition, the welfare center integrates convenient services such as labor law consultation, social insurance and health insurance policy consultation, regular health check-ups, and gift distribution for union members during peak periods such as Workers' Month and Lunar New Year.

Beyond providing material support, the Member Welfare Point also becomes a connecting space where the union can be closer to its members. Through activities at the welfare point, the grassroots union has the opportunity to promptly understand the thoughts and aspirations of workers in order to propose appropriate solutions to the industry union and employers.

According to the Hanoi Construction Industry Trade Union, the regular launch of the "Member Welfare Point" aims to better care for the material well-being of workers; thereby demonstrating the direct concern of the Trade Union organization for its members and workers. While the Trade Union always forwards information to grassroots trade unions when signing cooperation agreements, workers do not always have access to this information. Therefore, at the "Member Welfare Point," the Trade Union publicly displays cooperation agreements and showcases many price-stabilized goods and cooperative products with discounts of 5-30% for union members and workers at the company, with the goal of directly benefiting its members and workers.

Building on the initial success, the Hanoi Construction Industry Trade Union continues to aim for the expansion of the Member Welfare Point model in eligible enterprises, while also broadening the list of benefits through cooperation agreements with suppliers of goods and services. This is considered a long-term solution, contributing to improving member welfare, strengthening workers' trust in the trade union organization, and affirming the representative and caring role of the Hanoi Construction Industry Trade Union in the new era.

The achievements in caring for workers in difficult circumstances by the Hanoi Construction Industry Trade Union have contributed to affirming the role and position of the trade union organization in the new situation. Care activities are increasingly focused, avoiding superficiality and formality, aiming for tangible results and worker satisfaction. Through these activities, the spirit of labor competition, learning, and work among workers and employees has been encouraged and motivated, creating positive changes in awareness and actions regarding the responsibility of all levels, sectors, trade union organizations, and employers towards the rights and interests of workers.

In the coming period, the Hanoi Construction Industry Trade Union will continue to prioritize the task of caring for and protecting the legitimate rights and interests of workers, especially the material and spiritual well-being of those in difficult circumstances. Based on this, the industry will promote the application of information technology in managing union members and understanding their needs; replicate effective welfare models; strengthen the mobilization of social resources; and simultaneously train and cultivate a team of trade union officials with the necessary dedication and competence to meet the demands of the task. These concrete and practical actions are the foundation for building harmonious, stable, and progressive labor relations, contributing to the sustainable development of the Capital's construction industry and Hanoi city in general.
