In recent months, since the two-tiered local government system came into operation, the atmosphere in communes, wards, and land registration office branches has changed dramatically. Many people are now going to complete paperwork and procedures for obtaining land use rights certificates for the first time, changing land use purposes, and renewing or replacing land ownership certificates. Among them are many people who previously hesitated to go through the process, but now they are visiting the commune or ward People's Committees to inquire and complete the necessary procedures.

Mr. Nguyen Thanh Quy, from Ham Thanh commune, who visited the Ham Thuan Nam Land Registration Office branch on November 11, 2025, shared: “Ten days ago, I came to the office to apply for a land use conversion application from annual crop land to perennial crop land, and now I have the land title certificate. Compared to before, getting a land title certificate is much easier now.”

For Mr. Dau Van Quynh from Tan Thanh commune, who has a few acres of land with perennial crops that he cultivates stably, he said: "Previously, I didn't go through the process of subdividing and transferring land ownership to my children because it took too much time. Now, I find it convenient and I don't have to go to many places. The process only takes 8 to 22 days to get the land title."

However, if the application is incomplete or does not meet the requirements, it may take longer. This shows that the speed of receiving land application results depends on the individual. The case of Mr. Dang Huu Thang in Ham Kiem commune is typical. He bought land from Mr. HTN in the same commune, but Mr. N refused to hand over the land title. Mr. Thang sued Mr. N in court to resolve the matter. During the mediation period, Mr. N handed over the land title to Mr. Thang, and then the two parties signed a notarized sales contract…

Mr. Thang stated that he wanted to register the land in his name, but when he went to the Land Registration Office to complete the transfer procedures, they said he was missing a document canceling the court ruling… Mr. Thang had to add this document to his file as soon as possible to be eligible for the land title. This is mandatory because land matters require careful handling to avoid future complications. Therefore, his application for the land title took longer, but in return, it ensured compliance with the law.

The revised land law is more flexible, and coupled with the convenient two-tiered local government model, people find it easier to obtain land use right certificates, leading many to apply. To issue a land use right certificate, surveying and cadastral mapping are mandatory. The branch of the Land Registration Office coordinates with local authorities after receiving the list of requests for surveying.

Coordinate efforts to meet the needs of the people.

With such high demand for land ownership certificates, all levels of government and local authorities are making efforts to resolve the issue for the people. Despite the difficulties and hardships, previously, commune-level officials were only responsible for verifying the legal status of the original land ownership and then forwarding it to the district level for mapping and printing the certificates. Now, commune and ward land administration officials have to handle everything.

Many localities are making efforts to streamline administrative procedures in the land sector for the people.

Mr. Nguyen Ngoc Hiep, Deputy Head of the Economic Department of Tan Lap commune, said: "In the first month, the two levels of local government were still unfamiliar with and unstable, and the commune only managed to issue land certificates for 6 hectares. But now, the commune has exceeded the target of 82 hectares and is expected to reach 100 hectares in the last months of the year. Thanks to the attention of the provincial level in deploying an additional 3 people, including 2 surveying officials and 1 appraisal officer, the land-related difficulties in the locality have been somewhat resolved, so the process of issuing land certificates has been faster."

Many other localities are also striving to avoid delays in providing results for land registration procedures to the people. Therefore, any bottlenecks are addressed immediately by communes and wards because a bottleneck in one stage will trigger delays in others, leading to further disruption. For example, the Phan Thiet Regional Land Registration Office has increased the number of surveying officials in Mui Ne ward to handle the surveying process for residents.

Mr. Tran Anh Trung, Director of the Phan Thiet Regional Land Registration Office, informed that currently, localities are overwhelmed with people coming to process applications for land ownership certificates. Therefore, the branch is strengthening coordination with communes and wards in the area of ​​land surveying. Because any land-related document requires surveying and the creation of cadastral maps. This is the initial basis for preparing land documents.

Following the merger, people have access to transparent and properly regulated administrative services, giving them peace of mind and making the process of obtaining land use rights certificates less burdensome. This reflects the people's trust in the new government and their increased responsibility to better serve the people. Although the workforce is still limited, and software like VBDLIS and online public services are not yet effectively connected, causing bottlenecks in some areas such as: processing and updating land use rights records; outdated, incomplete, or inaccurate land records; limited infrastructure and working conditions; and difficulties in compensation, land clearance, and land valuation... However, with the unity and determination of the Party committee and government, and the consensus of the people, the issuance of land use rights certificates will be carried out effectively, in line with the current orientation of building a "service-oriented government."

Regulations on coordination with agencies responsible for land management.

On November 3, 2025, the Provincial Department of Agriculture and Environment sent a document to departments, agencies, and localities requesting comments on the draft decision promulgating the regulations on coordination in performing functions, tasks, and powers between the Land Registration Office, branches of the Land Registration Office, and land management agencies at the commune level, the People's Committees of communes, finance agencies, tax agencies, and other relevant agencies and units in the province.

Previously, the Provincial Department of Agriculture and Environment submitted a draft decision on the issuance of regulations to the Provincial People's Committee. This stemmed from the implementation of administrative unit mergers; before the mergers, localities had issued decisions on regulations, but these were changed after the mergers.

The issuance of this regulation aims to provide detailed provisions and ensure uniformity and consistency in the coordination of functions, tasks, and powers between the land registration office, its branches, and land management agencies at the commune level, the People's Committees of communes, finance agencies, tax agencies, and other relevant agencies and units.
