Ha Tinh Agriculture and Environment Sector: A pillar for socio-economic development

Over the past 80 years, the agriculture and environment sector in HA TINH has not only played a pivotal role in supporting economic development but also ensured social security during years of natural disasters and epidemics.

Remarkable growth

The past 8 decades is not a long journey but enough to recognize the great contributions of the Agriculture and Environment sector (A&E) of Ha Tinh to the local economic and social development. Looking back at history, in August 1991, Ha Tinh province was re-established after being separated from Nghe Tinh province. On July 1, 1996, the Department of Agriculture and Rural Development (DARD) was established on the basis of merging 3 Departments: Agriculture, Forestry, and Irrigation. In 10 years (from 1996 to 2005), Ha Tinh Provincial Party Committee focused on issuing and implementing Resolutions on land conversion, hunger eradication, poverty reduction, livestock development, science and technology... into life.

As for the Department of Natural Resources and Environment (TN&MT), the predecessor is the Ha Tinh Land Management Board. In 1994, the General Department of Land Administration was established on the basis of merging the General Department of Land Management with the State Survey and Mapping Department. At this time, the Ha Tinh Department of Land Administration was established and put into operation. Since then, land management has gradually become systematic, completing district-level land use planning and allocating land, granting stable and long-term agricultural land use right certificates to households and individuals, helping farmers have full freedom to produce on their land according to land use purposes, opening a new period in agricultural production development.

According to the vertical sector, on September 19, 2003, the People's Committee of Ha Tinh province issued a Decision to establish the Department of Natural Resources and Environment. On the journey of struggling to find a breakthrough direction, realizing the aspiration to rise up and affirm Ha Tinh's position on the country's development map, if the spearhead industry breaks through, then agriculture and the environment are solid socio-economic pillars associated with sustainable social security.

Mr. Le Ngoc Huan, Director of the Department of Agriculture and Environment of Ha Tinh province, excitedly emphasized that in the last 10 years (2015 - 2025), the average growth of agriculture, forestry and fishery in the whole province reached over 2.5%/year; production value was over 70 million VND/ha from 2015 to 103 million VND/ha in 2025. More than 13,000 hectares of land were concentrated; citrus fruit output increased more than 2.1 times; planted forest wood increased more than 2 times; the current herd of sika deer is over 51,000; high-tech intensive shrimp farming reached 680 hectares, an increase of 1.5 times.

The new rural construction program has been vigorously implemented, truly becoming a profound revolution with the participation of the entire political system, creating high consensus, wide spread in the whole society, comprehensively changing the face of the countryside, contributing to reducing the poverty rate by the end of 2025 to below 1.9% (down 3.92% compared to 2015). Notably, in 2025, Ha Tinh completed the Program to eliminate temporary and dilapidated houses 5 months earlier than the general requirement of the whole country.

The highlight of the field of natural resources and environment is advising the Provincial Party Committee, People's Council, and Provincial People's Committee to issue a series of important guidelines, policies, and regulations that are close to the practical situation, promptly serving the leadership and management work, contributing to promoting socio-economic development, ensuring national defense and security. For example, advising the Provincial People's Committee to submit to the Government for approval of the Provincial Land Use Planning for each period; developing a land allocation plan integrated into the Provincial Planning for the period 2021 - 2030, with a vision to 2050; appraising and submitting to the Provincial People's Committee for approval of district-level land use planning and plans for each period; concentrating and accumulating land; issuing land use right certificates. Compensation, support, site clearance and resettlement work are focused on; strict management, effective exploitation and use of resources associated with sustainable environmental protection and adaptation to climate change...

Economic development goes hand in hand with environmental protection

The industry's turning point began on March 1, 2025, when the Ministry of Agriculture and Rural Development merged with the Ministry of Natural Resources and Environment to form the Ministry of Agriculture and Rural Development. At the provincial level, the Department of Agriculture and Rural Development merged with the Department of Natural Resources and Environment to form the Department of Agriculture and Rural Development, under the People's Committee of Ha Tinh province.

Based on the orientation of the Government, central ministries and branches, especially the decisions set out by the 20th Provincial Party Congress, term 2025 - 2030, the Ha Tinh Department of Agriculture and Environment continues to promote its supporting role for the province's sustainable socio-economic development strategy, in the direction of: "Harmonious development between urban and rural areas, plains, mountainous and coastal areas; continue to improve the quality of new rural and civilized urban criteria", "Promote the development of highly efficient, organic, circular and smart agriculture associated with the restructuring of the rural economy". In particular, growth must go hand in hand with environmental protection, climate change adaptation, green economic development, and circular economic development.

Some key targets set: Striving for an average growth rate of agriculture, forestry and fishery to reach over 2.5%/year; production value per unit area to reach over 112 million VND/ha; the rate of rural population using clean water according to standards to reach 80% or more; the rate of multidimensional poor households to decrease by an average of 0.5%/year. The province completes the goal of building new rural areas in the period of 2026 - 2030. Implementing land concentration and accumulation to reach about 20,000 hectares. Completing the issuance of land use right certificates after land conversion, concentration and accumulation. Over 98% of domestic waste in urban areas and over 95% of domestic waste in rural areas are classified, collected, treated and recycled according to regulations...

To achieve the set goals, in the immediate future, the Department will advise on reviewing and adjusting a number of contents in the Provincial Planning on agricultural and rural development in accordance with the two-level local government, especially on expanding the development space of inter-commune areas, organizing the management of agricultural, farmer and rural development, and strengthening the management of land, resources, and environmental protection in a sustainable manner, adapting to climate change.

At the same time, promote the restructuring of the agricultural sector associated with concentration and accumulation of land in the direction of concentration, specialization, large-scale commodity cultivation, improving productivity, quality, and production efficiency per unit area; prioritize the development of key products with advantages of the province associated with attracting enterprises to invest in agriculture; form closed double-linked chains from production to product consumption. Focus on developing agriculture in the direction of ecology, organic, circular, smart, applying carbon credit model, reducing greenhouse gas emissions and forest environmental services, associated with eco-tourism. Mobilize resources to develop infrastructure and build new rural areas in the direction of civilization and modernity associated with effective implementation of the Program on new rural construction and sustainable poverty reduction...

In particular, innovate leadership methods and direct the implementation of solutions to improve the effectiveness and efficiency of management work on agriculture, natural resources and the environment; improve the quality of planning, management, exploitation and effective use of natural resources and environmental protection associated with natural disaster prevention and climate change adaptation.

Strengthen consultation, direction, urging, and guidance to remove backlogs, difficulties, and obstacles regarding land, compensation, and site clearance for projects; strengthen land fund development to create resources for investment and development.
