Many sophisticated tricks

Information from the Hanoi City Steering Committee 389 shows that trading and transporting smuggled and banned goods; manufacturing and trading counterfeit goods; violations of food safety and commercial fraud, especially in the e-commerce environment, are still complicated. Violating goods are diverse, spread across almost all industry groups, from food, modern medicine, electronics, cosmetics to functional foods, tobacco, alcohol, soft drinks...

In the first 10 months of 2025, the Hanoi market management force inspected and handled 4,263 cases, transferring 78 cases with signs of crime to the police for investigation. The total amount of money collected for the state budget reached 90.57 billion VND. Deputy Head of the Hanoi Market Management Department, Duong Manh Hung, said that the subjects often import, process, package, and label famous domestic and foreign brands, even counterfeit packaging and anti-counterfeit stamps very sophisticatedly, making it difficult to distinguish from genuine goods.

In addition, these subjects also take advantage of e-commerce platforms (Shopee, Lazada, Tiki...), social networks (Facebook, Zalo...) combined with express delivery services to advertise, sell and transport infringing goods. This situation not only directly endangers people's health and property, but also distorts the business environment, affects the reputation of legitimate businesses and market confidence.

According to Colonel Thanh Kien Trung, Deputy Head of the Economic Police Department (Hanoi City Police), organizations and individuals can easily create many fake accounts to do business on social networks. Worryingly, many subjects also hire or use images of celebrities and KOLs to advertise, livestream to introduce products, exaggerate the effects, causing serious consequences.

Most businesses do not have a fixed location or warehouse, only through websites and social networking sites to promote and introduce, then deliver goods through delivery units and make payments according to the agreement. Goods are scattered in small, hidden places, even sold only through collaborators, intermediaries..., causing many difficulties for authorities when verifying locations and warehouses.

Technology application - a "shield" to protect businesses and consumers

From a business perspective, Mr. Le Duc Phuong, General Director of Viet-Tiep Lock Joint Stock Company, said that in the context of increasingly sophisticated counterfeit goods, the application of technology is a "shield" to protect businesses and consumers. According to Mr. Le Duc Phuong, anti-counterfeiting technology helps consumers easily verify the origin of products, thereby strengthening trust in the brand. In addition, the application of technology in production and traceability also allows businesses to track the entire journey of the product, control quality and detect early loopholes in the distribution stage - points that can be exploited for counterfeiting, thereby affirming the image of a modern, transparent and responsible business.

Meanwhile, Mr. Nguyen Minh Duc, Deputy General Secretary of the Vietnam E-commerce Association, acknowledged that to prevent this, e-commerce platforms must tighten their processes, require products to have full standard documents, and clearly identify the seller so that when problems arise, they can be traced immediately. E-commerce platforms also need to apply technology to identify fake documents and have clear consumer protection policies...

Entering the fourth quarter of 2025, the period of high consumer demand, the risk of smuggling and trade fraud is even greater. Hanoi has identified the urgent task of strictly controlling and strictly handling violations. Regarding information on anti-smuggling, trade fraud and counterfeit goods activities at the end of the year, Head of the Hanoi Market Management Department Trinh Quang Duc said that market management teams are strengthening inspection and control of key business entities, focusing on organized activities in gathering and transporting prohibited goods, smuggled goods and trade fraud. Essential consumer goods with high demand forecast during the holidays and Tet such as cigarettes, firecrackers, food, cakes, candies, wine, beer, soft drinks, functional foods, cosmetics, etc. will be focused on by authorities.

The areas of attention are markets, shopping malls, supermarkets, agents, e-commerce platforms (especially cross-border low-cost trading platforms), social networking sites (Facebook, Zalo, TikTok...), traffic hubs, goods gathering points, key traffic routes... Along with that, functional forces proactively grasp the situation; identify new methods and tricks of smuggling, illegal transportation of goods, trade fraud and counterfeit goods; improve the effectiveness of coordination and information exchange between functional forces to proactively prevent and effectively combat new methods and tricks, especially in cyberspace; especially clearly define the responsibilities of central and local agencies and units in management, inspection and control by field and area.

“The fight against smuggling, trade fraud and counterfeit goods is long-term and difficult, but Hanoi is determined to build a transparent, fair and civilized business environment,” Mr. Trinh Quang Duc affirmed.
