Hanoi: Drafting the Coordination Regulations between the Steering Committee 389 of provinces and cities

In order to strengthen the coordination relationship and improve the effectiveness of the fight against smuggling, trade fraud and counterfeit goods among localities in the Northern region, the Steering Committee 389 of the provinces and cities including: Hanoi, Bac Ninh, Cao Bang, Hai Phong, Hung Yen, Lao Cai, Lang Son, Ninh Binh, Phu Tho, Quang Ninh and Thai Nguyen (referred to as the Steering Committee 389 of the provinces and cities) agreed to develop and promulgate the Inter-provincial Coordination Regulations in the fight against smuggling, trade fraud and counterfeit goods.

Specifically, the Hanoi City Steering Committee 389 has just held a Conference to develop a Draft Regulation on coordination between the Hanoi Steering Committee 389 and the Steering Committees 389 of the provinces and cities in the Northern region.

The conference was attended by: Director of Hanoi Department of Industry and Trade Vo Nguyen Phong; Deputy Director of Hanoi Department of Industry and Trade, Deputy Head of the Standing Committee of Steering Committee 389 of the city Nguyen Kieu Oanh, Head of Hanoi City Market Management Department Trinh Quang Duc, and representatives of the leaders of the Department of Industry and Trade and Market Management Department of the provinces and cities: Bac Ninh , Cao Bang, Hai Phong, Hung Yen, Lao Cai, Lang Son, Ninh Binh, Phu Tho, Quang Ninh and Thai Nguyen.

The conference was held to concretize the Prime Minister 's instructions in Directive No. 13/CT-TTg dated May 17, 2025 and Decision No. 19/2016/QD-TTg, towards forming a unified, synchronous and effective coordination mechanism between Steering Committees 389 in the Northern region.

At the Conference, Deputy Head of the Hanoi Market Management Department Duong Manh Hung presented the content of the Draft Coordination Regulations consisting of 3 chapters and 6 articles, clearly stipulating the principles, contents, methods and organization of coordination implementation between localities.

Under the direction of comrade Nguyen Kieu Oanh - Deputy Director of Hanoi Department of Industry and Trade, representatives of Steering Committee 389 of provinces and cities contributed many practical ideas, focusing on clarifying the information sharing mechanism, coordination process in handling complicated cases and proposing a periodic coordination model between localities. Delegates assessed that the Draft Regulation fully covered the key tasks, was highly feasible and suitable to current practical requirements.

Concluding the Conference, Director of the Hanoi Department of Industry and Trade Vo Nguyen Phong highly appreciated the sense of responsibility and enthusiastic contributions of the delegates; at the same time, he requested the Hanoi Market Management Department to absorb and complete the Draft to submit to the Steering Committee 389 of provinces and cities for signing in the coming time.

This conference affirms the determination and spirit of solidarity of the Steering Committees 389 in the Northern region in market protection, contributing to building a transparent, healthy and sustainable business environment, towards the goal of stable, safe and civilized socio-economic development.
