
According to the report of the Provincial Steering Committee 389, in the third quarter of 2025, the fight against commercial fraud and counterfeit goods continued to be comprehensively deployed, achieving many positive results. Functional forces such as the Police, Customs, Border Guard, Market Management, Tax... have strengthened coordination, proactively grasped the local situation, promptly detected and handled violations. However, reality shows that commercial fraud activities are still complicated, with increasingly sophisticated methods and tricks, involving high-tech elements, crossing borders, even taking advantage of e-commerce activities to legalize the origin of goods, evade taxes, causing budget losses and seriously affecting the healthy business environment.
In the first 9 months of 2025, the province's functional forces discovered, arrested, and handled 2,453 violations, with the value of infringing goods exceeding VND 45.5 billion, down 11% in number of cases but up 73.8% in value compared to the same period in 2024. Of which, the investigation agency prosecuted 46 cases with 107 subjects, a sharp increase in both the number of cases and the number of people prosecuted; the remaining 2,400 cases were handled as administrative violations. These figures show the great efforts of the functional forces, and at the same time reflect the sophistication and complexity of illegal acts in the current commercial sector.
Not only stopping at the work of inspection, detection and handling of violations, the People's Procuracy and the Provincial People's Court have also closely coordinated in the prosecution and trial stages, ensuring the strictness of the law. In the first 9 months of the year, the two agencies have exercised the right to prosecute and try 32 cases, with 91 defendants, of which 15 typical cases were identified to focus on investigation, prosecution, and quick trial, creating a strong deterrent, contributing to propaganda and raising awareness of law compliance among the people.

It is forecasted that from now until the end of 2025, the situation of BLGLTM and counterfeit goods, poor quality goods, goods infringing intellectual property rights, goods that do not ensure food safety... will continue to have unpredictable developments. In particular, before, during and after the Lunar New Year of Binh Ngo 2026, consumer demand will increase sharply, creating conditions for subjects to take advantage of illegal buying, selling and transporting of goods across borders, seaports, or through e-commerce platforms.
Recently, at the conference to review the work of combating smuggling and counterfeit goods in the third quarter, the Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee 389 requested all levels, branches and functional units to continue to thoroughly grasp and resolutely implement the directions of the Government, the Prime Minister , the National Steering Committee 389, the Provincial Party Committee and the Provincial People's Committee. He emphasized that it is necessary to correctly assess the actual situation, promptly detect key routes, areas and fields; concentrate resources to fight strongly, with focus and key points, resolutely and strictly handle violations, not to let complicated and prolonged smuggling lines and gangs form. Along with that, he requested the forces to launch a peak period to fight against smuggling and counterfeit goods before, during and after the Lunar New Year; coordinate synchronously between units in exchanging information, controlling border routes, seaports and domestic markets; Strengthen patrolling, controlling and strictly handling acts of trading and transporting prohibited goods, smuggled goods, goods of unknown origin, and goods that do not ensure food safety, especially consumer goods, food, fireworks, cigarettes, alcohol, cosmetics, etc.
In addition to professional solutions, the Chairman of the Provincial People's Committee also emphasized the need to mobilize the strength of the entire people and the entire political system in the fight against smuggling and trade fraud. Socio-political organizations need to step up propaganda and mobilize people not to support smuggling and trade fraud and counterfeit goods, and raise awareness of protecting consumer rights. The movement "All people participate in detecting and denouncing smuggling and trade fraud" needs to be widely launched to create a spreading effect in the community.
In recent times, Quang Ninh has also focused on applying science and technology and digital transformation in the work of preventing and combating trafficking in persons. Exploiting data from electronic customs monitoring systems, cameras at seaports, border gates, and wholesale markets, along with the use of software to trace the origin of goods, has helped authorities proactively grasp the situation, detect violations early, and improve the effectiveness of market management. At the same time, training and fostering of staff is also a top priority, ensuring that each officer and civil servant performing their duties has a strong political stance, deep expertise, and clear professional ethics, and absolutely does not cover up or assist in violations.
