First of all, Quang Ninh always pays attention to planning work. The Prime Minister approved the policy of adjusting the Quang Ninh Provincial Planning for the period 2021-2030, with a vision to 2050. The Provincial People's Committee has also issued relevant decisions to specify the direction of spatial development of the province. The approval rate of zoning planning projects reached over 80%, currently there are still 126 zoning planning projects and detailed planning projects continuing to be implemented, of which 5 projects have been completed and 121 projects are being implemented. The issuance of a list of 54 urban and rural planning projects as a basis for implementation in 2025 shows that the province is proactively preparing planning resources for the coming period.

With the goal of strengthening discipline and order in organizing the implementation of planning and land use plans, the Provincial People's Committee has reviewed and inspected many assigned and leased land projects. From 2022 to 2025, the authorities inspected 278 projects, revoked 28 projects with a total area of 366.18 hectares - one of the drastic actions to handle projects that are slow to implement or violate regulations. At the same time, the province directed the implementation of 6 plans for periodic inspection, examination and supervision of land, natural resources and environment management and use, increasing the effectiveness of management in the field.
The province has also approved land allocation, land lease, land use purpose change and auction organization for 261 organizations with a total area of about 4,455.55 hectares in the period of 2022-2024. In the remaining 9 months of 2025, the province issued 8 important decisions on land (including 3 decisions on land prices; 1 on land use rights; 2 on compensation and support; 2 on technical standards), completed land price determination for 11 projects and is implementing 109 other projects. The progress of dossier processing, valuation and land fund handover is always accelerated to serve socio- economic development.
Transparency of land information is given priority. The province directs departments, branches and localities to publicize land use planning, plans and related administrative procedures so that people and investors can understand.
Along with that, the digital transformation step in land management has achieved remarkable results. The province has updated and connected more than 500,000 land changes to the VNPT iLIS Land Management Information System; the whole province has completed the digitization of 4.5 million cadastral records, of which 400,000 records have been shared and connected to the national land database system. During the 90-day campaign to enrich and clean the national land database, by the end of September 2025, about 140,000 land plots have been collected and are being cleaned. This will help shorten the time to process land records; strengthen control, traceability, and reduce land-related disputes.

The Department of Agriculture and Environment and localities also directed the strengthening of the restoration of degraded and degraded land and the reforestation of barren land and hills. As a result, from 2022 to now, more than 3.57 million scattered trees have been planted, contributing to improving the soil environment, preventing erosion and protecting forest resources. At the same time, the work of putting unused natural land into exploitation has been carried out, with more than 154 hectares of land being reviewed and put into service of socio-economic development and environmental protection.
Along with that, protecting coastal landscapes and preventing illegal land reclamation are also highlights in land management in the area. The Provincial People's Committee has issued a document requiring strict management of land funds in coastal areas, avoiding illegal land reclamation activities that change the waterline and announced tidal levels, in order to protect coastal ecosystems and community interests. These regulations are especially important in the context of marine tourism development and coastal urban planning.
In addition, to create land funds for industry, Quang Ninh also focuses on site clearance. In the first 9 months of 2025, the site clearance area in industrial parks reached 650 hectares, bringing the total accumulated site clearance to 3,007 hectares. The land area allocated to investors is 2,415.91 hectares (of which the industrial land area is 1,873.56 hectares). 8 industrial parks have completed infrastructure investment on an area of 1,469.22 hectares, attracting secondary projects with a sub-lease area of 1,152.19 hectares; the average occupancy rate is 73.31%. Currently, the province has about 721 hectares of "clean land" ready to attract investment, and it is expected that in October 2025, about 260 hectares will be allocated in Bac Tien Phong Industrial Park and Texhong Industrial Park.
Quang Ninh's efforts in land management have contributed to creating land funds, attracting investment and improving transparency. The province is currently continuing to improve planning institutions, speed up connectivity, clean up land databases, tighten inspections, and handle slow-moving projects; linking land management with ensuring people's rights and social security; aiming for the goal of harmonious development between economy, environment and society.
