
Manual process is slow and potentially risky
The province's land management and site clearance work is still mainly based on manual methods such as using Excel and Word. This method has many potential risks such as data errors, delays in information processing and difficulties in reporting and statistics. Especially when implementing large projects, managing a large amount of records and documents becomes complicated and easy to lose.
For better and more effective management, the Provincial People's Committee has directed the Land Fund Development Center to develop and deploy a software solution to manage land acquisition and clearance work. The Provincial Land Fund Development Center has coordinated with Lam Dong Telecommunications to order software design with the goal of digitizing and automating the land acquisition and clearance management process, replacing traditional manual methods, helping to process operations effectively, digitize data, and create timely and accurate reports.
The implementation process includes surveying, building business processes, designing, testing, training and upgrading the software. The software focuses on the functions of progress management, land acquisition, compensation and support for people. In particular, the software provides summary forms for monitoring and reporting, helping managers grasp information quickly and make timely and accurate decisions. People are also given more favorable conditions during the land acquisition process.
Many practical benefits
Implementing the direction of the Provincial People's Committee, the Provincial Land Fund Development Center has closely coordinated with VNPT and the Provincial People's Committee Office to develop the software. The forms and procedures for preparing compensation, support and resettlement plans according to the provisions of the 2024 Land Law and related decrees are fully provided by the unit to the software development unit for research and implementation of the correct procedures.
Mr. Le Van Tao - Deputy Director of the Center said: The software will be piloted at the two expressway projects Tan Phu - Bao Loc and Bao Loc - Lien Khuong. The software has outstanding advantages in making compensation, support, resettlement and land acquisition plans. After the pilot phase, the software will continue to be upgraded and perfected to apply to all other projects in the province.
According to the initial assessment of the Department of Agriculture and Environment, this digital transformation brings many practical benefits, helping to manage information centrally, easily access and search, minimizing errors due to manual operations. In addition, it will help increase work processing speed, reduce waiting time for people and businesses, increase transparency and minimize loss of records.
In the future, the software will continue to develop to apply artificial intelligence (AI) to some steps in the land acquisition process, while building a platform to connect and share data with other information systems of the province to create a synchronous information ecosystem, effectively serving state management and socio-economic development.
Digital transformation in land acquisition and clearance management of projects in the province is a necessary step in the current context and is considered a solution to enhance the effectiveness of land management, speed up land acquisition and clearance progress, and serve key projects for socio-economic development in the area.
