The linkage between cooperatives and enterprises brings many benefits to the participating parties, helping to form value chains, especially agricultural value chains, contributing to local socio-economic development.

Unlocking potential and developing the market

Implementing Resolution No. 20-NQ/TW, Resolution No. 68-NQ/TW, along with the policies of the Government and central ministries and branches, including Decree No. 98/2018/ND-CP on policies to encourage the development of cooperation and association in production and consumption of agricultural products, the province has focused on directing and synchronously implementing many solutions to consolidate and develop the collective economic sector, with cooperatives as the core.

In particular, promoting linkage and cooperation between cooperatives and enterprises is identified as a key task, of strategic significance to develop production according to the value chain, improve competitiveness and added value of agricultural products, towards sustainable development.

Many cooperatives believe that cooperation and association with enterprises has helped cooperative members save production costs, and their output products are sold at higher prices than those of local farmers who do not participate in the association. This affirms the role and position of cooperatives in supporting production organization and product consumption association in the current period.

Mr. Huynh Dang Khoa - Chairman of the Board of Directors of Rach Lop Cooperative (Hung Hoa Commune) said: Right from its establishment, the Cooperative has determined with the motto "Cooperatives cannot go far if they go alone". From there, the Cooperative proactively sought and built connections with enterprises supplying input materials and consuming output with the motto "reasonable input, stable output".

Since its inception, the cooperative has had contracts with 6 enterprises supplying agricultural inputs and 4 enterprises purchasing output products. The cooperative's annual rice output is 1,500-1,800 tons. Thanks to the contract to sell directly to export processing enterprises, the selling price is always 20-50 VND/kg higher than the local market price.

Proactively linking with businesses to stabilize output, Mr. La Quoc Yen - Chairman of the Board of Directors, Director of Chau Hung Agricultural Trade Production Service Cooperative (Hung My commune) said: "In the past time, the activities of the Cooperative have always been trusted by the members of the Cooperative, people and businesses. The Cooperative has always shown its full responsibility in signing full-package contracts on input and output, directly connecting households with the market. Accordingly, the Cooperative signed contracts with reputable businesses on seeds and fertilizers such as the Mekong Delta Rice Institute, Binh Dien Fertilizer Company, Loc Troi Group... thereby helping farmers access quality materials at reasonable prices, contributing to increasing productivity and product quality".

Promote effective linking

Mr. Thai Phuoc Loc - Chairman of the Provincial Cooperative Union said: In recent times, the connection between cooperatives and cooperatives with enterprises and other economic organizations has been initially established and promoted effectively. The internal capacity of cooperatives has gradually improved, the activities of cooperatives are rich and diverse, some cooperatives operate effectively, bringing benefits to members; some cooperatives have boldly invested in machinery and technology, thereby improving productivity and income for cooperative members.

However, according to the functional sector, in recent times, the connection between farmers, cooperatives, and enterprises has not met the requirements; there is also a situation of loose connection between cooperatives and enterprises, leading to difficulty in ensuring product quality according to requirements, frequent contract breaking, affecting the overall reputation.

The number of cooperatives participating in the value chain production linkage model is still small. The level, awareness and capacity of the cooperative management staff are still weak; they have not been properly trained and have not yet proposed feasible production and business plans.

According to Mr. Loc, some cooperatives are small in scale, facing difficulties in capital, lack of production premises, lack of office space and essential infrastructure; access to capital sources and support policies of cooperatives is still limited. Many cooperatives have not focused on building product brands, expanding markets and consuming products is still limited. The cooperatives' implementation of cooperation and production linkages along the agricultural product value chain with enterprises is still slow, small in scale, unsustainable, and the consumption market is limited.

Identifying the cooperative-enterprise linkage as a pillar in value chain development, associated with the implementation of Resolution No. 20-NQ/TW (2022) and Resolution No. 68-NQ/TW (2025). The province will focus on building an equal-mutually beneficial-sustainable cooperative relationship, promoting the bridging role of the Cooperative Union, industry associations and local authorities.

Specifically, review and supplement policies to encourage enterprises to sign long-term contracts with cooperatives; promote communication on the benefits of cooperative-enterprise linkages; replicate typical models, gradually change the mindset of fragmented production to cooperation along the value chain. At the same time, enhance the role of cooperatives and enterprises, encourage enterprises to participate in investing in raw material areas, and sign contracts to consume products.

Mr. Thai Phuoc Loc said: In the coming time, the Cooperative Union will continue to support the development of effective cooperative models, becoming models for replication and attracting people, organizations, and enterprises to participate or associate with cooperatives; continue to perfect the legal system on collective economy and cooperatives; build a healthy operating, production, and business environment, ensuring the legitimate interests of members. Strengthen the value chain linkage between enterprises and cooperatives, striving to have 10% of agricultural cooperatives linked with enterprises along the value chain.
