New National Target Program : Integrated for Sustainable Development for the 2026-2035 period
According to the Government's Proposal, submitting to the 15th National Assembly for consideration and approval of the investment policy for the National Target Program (NTP) on new rural construction (NRC), sustainable poverty reduction (SPR) and socio -economic development in ethnic minority areas (EM) for the 2026-2035 period is an important step towards more unified, effective, substantive and sustainable management, overcoming the overlapping, dispersion of resources and duplication of tasks that have existed in the implementation of the 3 separate NTPs for the 2021-2025 period.

It is expected that the implementation period will be 10 years (2026-2035), divided into two phases: Phase I (2026-2030) and Phase II (2031-2035), deployed nationwide with clear priority for ethnic minority and mountainous areas.
According to the Government's Proposal, the beneficiaries of this Program are very broad, including: communes and villages across the country, with special priority given to difficult and extremely difficult areas in ethnic minority and mountainous areas; poor communes and communes striving to meet NTM and modern NTM standards. People, residential communities, cooperatives, cooperative groups, enterprises and other relevant organizations across the country. In particular, priority is given to target groups such as poor households, near-poor households, and newly escaped-poverty households; ethnic minority households and individuals; people living in poor communes, communes/villages in ethnic minority and mountainous areas, and rural areas; cooperatives, cooperative groups, enterprises in ethnic minority and mountainous areas and public service units, schools, medical stations, relics, and cultural preservation projects in ethnic minority and mountainous areas.

It is expected that the total resources mobilized to implement the Program in Phase I (2026-2030) will be at least VND 1.23 trillion , of which the central budget directly supports 8%; Local budgets at all levels account for 33%; Integrated capital from other national target programs, programs and projects accounts for 29% along with some policy credit sources, enterprise capital and mobilized contributions from the community and people. For Phase II (2031-2035), the Government will submit to the National Assembly for decision on resources based on the implementation results of Phase 2026-2030.

The integration of the 3 Programs is carried out with clear viewpoints and principles, aiming to achieve the highest goal of making the people rich, the country strong, the people have a prosperous and happy life, not reducing policies but helping to focus more investment on ethnic minority and mountainous areas. Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep emphasized that the integrated Program focuses on the core poor areas, where ethnic minorities mainly live, improving the new rural areas in difficult areas, while avoiding overlaps and duplications, bringing support policies into life quickly, ensuring that people benefit in a timely and substantial manner. Implementing decentralization and delegation of power thoroughly to local authorities in the spirit of "locality decides, locality does, locality is responsible".

Notably, the Government aims to increase the average income of rural people by 2.5-3 times compared to 2020, the average income of ethnic minorities by 2030 to 2/3 of the national average. The national multidimensional poverty rate by 2030 will maintain a decrease of 1-1.5%, the number of communes meeting NTM standards will reach about 65% and by 2035 will reach about 85%. By 2030, 100% of communes will escape poverty, and ethnic minority and mountainous areas will basically have no particularly difficult communes or villages.
Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep said that the Program includes 02 components:
Component 1 (General contents): Implemented nationwide, including 10 general content groups to build new rural areas, GNBV, socio-economic development in ethnic minority and mountainous areas, in which priority is given to ethnic minority and mountainous areas. Component 2 (Specific contents): Socio-economic development in ethnic minority and mountainous areas includes 05 content groups, these are specific policies, with additional investment for ethnic minority and mountainous areas and related subjects.
The Government proposed that the National Assembly allow the extension of the implementation period and disbursement of capital for the 2025 National Target Programs (including capital carried over from previous years) until December 31, 2026. At the same time, it allows the continued implementation of specific mechanisms on assigning production development project owners to self-purchase goods (according to Resolution No. 111/2024/QH15) and organize the implementation of small-scale, technically uncomplicated projects (according to Resolution No. 25/2021/QH15) in the 2026-2030 period, assigning the Government to specify.
