
The Self-Management Teams regularly remind, mobilize and guide people to use land and build in accordance with regulations.
According to Mr. Nguyen Van Dac, Vice Chairman of the People's Committee of Cu Lao Dung Commune, in order to ensure good implementation of construction order management in the area, the People's Committee of the commune issued Decision No. 895/QD-UBND, dated August 5, 2025 on the establishment of the Land, Construction Order and Environment Management Team in the commune (2 teams); establishment of the Self-management Team on Land, Construction Order and Environment in the hamlets of the commune (20 teams/20 hamlets). At the same time, the People's Committee of the commune issued coordination regulations, including: clearly defining the roles and responsibilities of participating forces; enhancing the effectiveness of coordination and information exchange; ensuring quick and correct handling of violations, limiting complaints; ensuring publicity and transparency in management and in accordance with the 2-level local government model.
To effectively implement the management work, the commune has strengthened the propaganda and dissemination of laws on land and construction order in many diverse and flexible forms such as: Through the commune and hamlet loudspeaker system; integrated into people's meetings, activities of the Self-management Group; using social networks, Zalo community groups of each hamlet to provide timely information. For the 20 self-management groups, mainly members of the People's Committee and hamlet unions, the commune also provided 4 intensive training sessions on land and construction order to have enough "internal strength" to perform tasks in the new situation.
From July 1, 2025 to now, through inspection, review and receiving reports from the People's Committees of hamlets and local people, the commune has discovered and handled 23 cases of construction works that are not in accordance with regulations and land use for the wrong purpose. Specifically, the act of constructing housing works within the land area reserved for roads; constructing houses on agricultural land; constructing works (tents, shops) within the land area reserved for roads; constructing works within the sea dike protection area; constructing works on irrigation canal land; constructing works within the road corridor; constructing works within the land area reserved for provincial road 933B. At that time, records were drawn up and 18 cases of violations were handled, but when the Management Team and Self-Management Team instructed to explain, propagate and mobilize the cases, they committed to voluntarily dismantle the violating works and change the purpose of use according to regulations.
Mr. Nguyen Quoc Thuan, Head of the People's Committee, Head of the Van Sau Hamlet Self-Management Group, Cu Lao Dung Commune, shared: "As soon as I get information about an upcoming violation of construction order in the hamlet, I immediately report it to the Commune Management Group and the Self-Management Group to meet directly with the people to mobilize, propagate, explain or prevent illegal construction." Mr. Thuan said that some people have the habit of building on their own land, without needing a permit and not caring about the purpose of use; many people think that if the State land is not needed, they can just temporarily build it, and when they demand it, they will dismantle it and return it...
In fact, illegal construction has left behind significant consequences. Mr. Nguyen Van Dac said: "Through the commune's review, there are about 300 cases of violations of land use for the wrong purpose, construction order, and the locality will have a roadmap for handling. Starting from July 1, 2025, the commune will tighten management and handle promptly, not allowing new violations to arise." Because according to the Vice Chairman of the People's Committee of Cu Lao Dung commune, the construction of housing projects within the land area reserved for roads and road safety corridors, in addition to violating legal regulations, also poses many risks and accidents that directly affect the health and lives of people, as well as encounter many difficulties in site clearance when implementing projects and works...
Initially implementing the above model, the locality also encountered many difficulties. Because after the merger, the commune area increased sharply (20 hamlets), making the inspection and patrol work overloaded for the existing force; because the force of cadres directly managing land and construction in the commune is still thin, holding many concurrent positions. As for the Self-management Team in the hamlet, some of them are still not fully equipped with knowledge and skills in propaganda, mobilization and persuasion.
“The locality will develop a plan for weekly inspection and review and implement it regularly and continuously. Focus on thoroughly resolving violations, especially those built after July 1, 2025. Resolutely sanction administrative violations and enforce demolition if people do not voluntarily dismantle the construction to restore its original state. In addition, training courses will be organized to improve professional skills for officials directly involved in land management and construction at the commune level; regularly update new legal documents and provide guidance on their application in practice. At the same time, promote propaganda to create consensus and spread people's trust in state management of land and construction order in the spirit of the rule of law" - Mr. Nguyen Van Dac expressed his determination.
