Khanh Hoa: Roads in Van Phong Economic Zone continue to be damaged

The traffic road outside Van Phong International Transit Port (Van Phong Economic Zone, Khanh Hoa province) continues to deteriorate, with many sections of asphalt peeling off and full of potholes and "buffalo backs".

On the morning of October 28th, Mrs. Nguyen Thi Ngoan and her husband, Mr. Ngo Van Khoa (residents of Dam Mon village, Dai Lan commune), were traveling along a road outside the Van Phong International Transshipment Port when they fell. Their motorbike was damaged, both suffered scrapes and bruises, and were in a state of panic.

The road section, over 5.2km long in Dai Lan commune, was built with a total investment of over 266 billion VND and was put into use at the end of 2024. However, the road is currently severely degraded, posing a risk of becoming a new traffic accident hotspot.

Mrs. Ngoan and her husband are among many who have had accidents while traveling on this road. According to local residents, many people fall here every week, some even requiring emergency medical attention and facing life-threatening situations.

"I was driving very slowly, but there were so many potholes that I couldn't avoid them. I hope the authorities will repair them soon, or at least put up warning signs to alert road users," Ms. Ngoan said angrily.

This project starts at the intersection with the road from National Highway 1 to Dam Mon; its end point is just beyond the boundary of the North Van Phong General Port. The project is invested by the Van Phong Economic Zone Management Board and commenced in October 2022.

In April 2025, the Saigon Giai Phong newspaper reported that although the new road had only been put into use at the end of 2024, many sections were deteriorating. In particular, several areas of the road surface had peeling asphalt, numerous depressions, and deep ruts of 5-10cm, posing a potential danger to people and vehicles using the road.

Representatives from the Van Phong Economic Zone Management Board (now the Khanh Hoa Provincial Economic Zone and Industrial Park Management Board) stated at the time that they had requested the construction unit to urgently repair the damaged sections of the road surface.

According to observations by reporters on October 28th, the road surface continues to be riddled with potholes, making travel difficult for residents. Along a route of just over 5km, there are dozens of subsidence points; in many sections, the asphalt surface has completely peeled off, leaving deep, very dangerous holes.

During the exchange, representatives from the Management Board of Khanh Hoa Province's Economic Zones and Industrial Parks informed that the road outside the Van Phong International Transshipment Port was constructed by Khanh Hoa Road Management and Construction Joint Stock Company and handed over to the investor in December 2024.

The road section is still under a 2-year warranty, and any damage will be the responsibility of the contractor, Khanh Hoa Road Management and Construction Joint Stock Company, to repair.

Currently, the Management Board has received information about the damaged and deteriorated section of the road. Although it was only handed over and put into operation for more than 10 months, damage has already occurred twice; the investor will inspect and reassess the entire section, and then provide a response.
