On the morning of October 28, Ms. Nguyen Thi Ngoan and her husband, Mr. Ngo Van Khoa (residing in Dam Mon hamlet, Dai Lanh commune) were crossing the road outside Van Phong International Transit Port when they fell. The vehicle was damaged, both of them had scratches on their arms and legs, and they were in a state of panic.

The road section is more than 5.2km long in Dai Lanh commune with a total investment of more than 266 billion VND; put into use at the end of 2024. However, the road section is currently seriously degraded, at risk of becoming a new traffic accident black spot.

Ngoan and her husband are among the many people who have had accidents while traveling on this route. According to local residents, many people fall here every week, some even having to go to the emergency room, endangering their lives.

“I drive very slowly but there are so many potholes that I can’t avoid them. I hope the government will fix them soon, or at least put up warning signs to warn road users,” said Ngoan indignantly.

The starting point of this project is at the intersection with the route from National Highway 1 to Dam Mon; the end point is at the boundary of Bac Van Phong General Port. The project is invested by the Van Phong Economic Zone Management Board and started in October 2022.

In April 2025, SGGP Newspaper reported that although the new route was put into use at the end of 2024, many degraded sections appeared on the route. In some locations, the asphalt layer was peeling off, many places were sunken, and the buffalo ridge was 5-10cm deep, posing a potential danger to people and vehicles participating in traffic.

A representative of the Van Phong Economic Zone Management Board (now the Economic Zone (EZ) and Industrial Park (IP) Management Board of Khanh Hoa province) at that time said that they had requested the construction unit to urgently repair the damaged road surfaces.

According to the reporter on October 28, the road surface continues to be full of potholes, making it difficult for people to travel. On a route of just over 5km, there have been dozens of subsidence points; many sections of the asphalt pavement have peeled off, leaving behind dangerous deep holes.

Through discussion, the representative of the Management Board of Economic Zones and Industrial Parks of Khanh Hoa province informed that the traffic road outside Van Phong International Transit Port was constructed by Khanh Hoa Road Construction and Management Joint Stock Company and was handed over to the investor in December 2024.

The road is still under a 2-year warranty period and the contractor, Khanh Hoa Road Construction and Management Joint Stock Company, will be responsible for repairing any damage.

Currently, the Management Board has received information about the damaged and degraded road section. Although it has just been handed over and put into operation for more than 10 months, damage has appeared twice; the investor will inspect and re-evaluate the whole road, from which there will be feedback.
