
The Hoang Phu commune police are stepping up efforts to digitize vehicle registration records and driver's licenses, striving to complete the process before February 2026.
Working day and night, the Trieu Loc Commune Police mobilized maximum resources to the grassroots level to support people in declaring and standardizing vehicle data and driver's licenses. Major Le Van Hung, Deputy Head of the Commune Police, said: “The commune police have developed a plan to advise and complete the collection of vehicle registration information and data in the commune, and simultaneously reviewed, cross-checked, and updated the data system for 10,398 vehicles (9,663 motorcycles and 735 cars), achieving a rate of 63.89%. Regarding driver's license data requiring cleaning, the commune police have completed the review and cross-checking process, achieving 100% completion. Of these, 168 cases had matching information, while 481 cases had discrepancies or no information. The commune police are continuing to accelerate the process of digitizing vehicle data and driver's licenses to ensure compliance with the regulations.”
During a 30-day intensive campaign to review and clean up vehicle registration and driver's license data to ensure it is "accurate, complete, clean, and active," the Hoang Phu Commune Police identified this as a key task of particular importance in building an accurate data foundation for state management, while also contributing to the successful achievement of the goals of building a digital government, digital society, and digital citizens. Therefore, in addition to increasing the number of officers working on Saturdays and Sundays, the commune police also implemented many decisive solutions to accelerate progress and ensure that vehicle and driver's license data is standardized, accurate, and digitized before February 2026. Major Nguyen Huu Tu, deputy head of the commune police, said: "Along with maintaining daily data review, comparison, and updating, the commune police have promptly adjusted any issues that arise, thereby significantly accelerating the progress."
Thanh Hoa province has a total of 2,814,839 vehicles requiring data cleaning. As of December 8, 2025, the province had cleaned the data of 2,235,887 vehicles (79.43%). The remaining 578,952 vehicles (20.57%) need to have their data cleaned before December 30, 2025. During the data review and cleaning process, the police in communes and wards will compare, update, and standardize information between paper records and electronic data, ensuring that vehicle owner data, license plates, chassis numbers, engine numbers, driver's licenses, etc., are synchronized and consistent across the management system.
To achieve the set goals early, commune-level police units have developed implementation plans and effectively advised the local Party committees and authorities; mobilizing the participation of numerous departments, agencies, and organizations. In addition, the people have also shown a high level of awareness of the importance of digital transformation, voluntarily providing data and cooperating with survey agencies.
During the implementation process, commune-level police also utilized the national database system on population, cross-referencing it with the list of vehicles and identification codes in the area, and applying information technology to the filtering, classification, and production of data collection forms... thereby significantly shortening the implementation time. In particular, commune-level police also had many initiatives and shared and discussed information on Zalo groups; learned from experience daily; and any difficulties or obstacles were immediately addressed and resolved by officers in charge of the Traffic Police Department of the Provincial Police.
Besides the advantages, there are still many difficulties in the implementation process due to the tight timeframe for the plan while the number of files to be cleaned is large; inconsistent data; many files lack matching information; inaccurate information (especially place of residence); meeting with citizens to collect information is difficult and time-consuming because many people work far away or work shifts, while only the owner has the necessary vehicle registration information to provide, relatives cannot provide it on their behalf. In addition, the commune police force is small and has to perform many different tasks simultaneously; the infrastructure and equipment at the commune police level are limited, and data transmission is frequently congested due to high simultaneous access...
In the coming period, the commune police will continue to disseminate information and encourage the people to cooperate with the police force in implementing the plan, striving to complete the digitization of records before March 30, 2026.
Along with digitizing vehicle data and driver's licenses, the Provincial Police are strengthening propaganda and guidance to encourage people to proactively check, compare, and supplement personal information, and promoting the conversion of paper motorcycle driver's licenses to PET material.
After completing the digitization of vehicle data, driver's licenses will not only contribute to modernizing management and reducing administrative procedures, but also save time for citizens and businesses, aiming towards building a modern, effective, and efficient administrative system.
