Prime Minister: Developing domestic technological capabilities is an inevitable path.

On the evening of December 13th, attending the Vietnam Innovation and Entrepreneurship Festival 2025 (TECHFEST Vietnam 2025) with the theme "Innovative Entrepreneurship for All - A New Driving Force for Growth," Prime Minister Pham Minh Chinh affirmed that developing domestic technological capacity is the inevitable path to building an independent and self-reliant economy linked to deep international integration; the innovation and entrepreneurship ecosystem is the foundation for ensuring technological self-reliance; and nationwide innovation is the key to unlocking the country's enormous potential.

The event, organized by the Ministry of Science and Technology in collaboration with the Hanoi People's Committee, will be held at Dong Kinh Nghia Thuc Square, Hoan Kiem Lake, Hanoi from December 12-14, 2025.

The opening ceremony was attended by Politburo member and Secretary of the Hanoi Party Committee Nguyen Duy Ngoc, Minister of Science and Technology Nguyen Manh Hung, Deputy Head of the Central Propaganda and Mass Mobilization Department Huynh Thanh Dat, leaders of central ministries and departments, leaders of provinces and centrally-administered cities, leaders of departments and agencies and 126 communes and wards of Hanoi, business leaders, investors and the innovation community of the capital and the whole country.

According to the Organizing Committee, TECHFEST VIETNAM 2025 will be the largest ever, expected to attract more than 60,000 attendees in person and online; the participation of more than 20 corporations, 50 investment funds, more than 100 support organizations and incubators, and delegates from 6 international regions including Southeast Asia, Northeast Asia, Central Asia, the Middle East, North America and Europe.

A key new feature of TECHFEST VIETNAM 2025 is the shift in model from a "hall event" to an "open space event," allowing citizens, startups, investors, and universities to interact directly within the Hoan Kiem Lake pedestrian area, creating a multi-dimensional convergence point connecting market – technology – policy – ​​investment.

During the opening ceremony, the Organizing Committee honored 10 outstanding localities in developing the innovative startup ecosystem in 2025.

Within the framework of TECHFEST VIETNAM 2025, the National Policy Forum will take place, with the participation of over 100 international experts discussing new trends in venture capital, technology commercialization, human resource development, and public-private partnership models; along with a series of more than 20 international workshops and professional seminars on AI, data, fintech, green technology, sports-technology, circular economy, and open innovation.

Alongside this is an exhibition space where the public can directly experience AI, IoT, robotics, new materials, and pioneering technological solutions. The final round of the National Innovation Startup Talent Search Competition will also take place, bringing together the 20 best teams from across the country.

Speaking at the event, Prime Minister Pham Minh Chinh assessed the opening ceremony of TECHFEST VIETNAM 2025 as an important event, a place to sow the seeds of ideas - promote entrepreneurship - technological breakthroughs - connect communities - gather intelligence - and spread benefits.

The Prime Minister stated that this is the 11th year this important international event has been held, and he has attended five times, demonstrating the determination of the Party, State, Government, and business community to strongly promote the innovation ecosystem and entrepreneurial spirit. It also conveys the message: "The people and businesses are the center, the subjects, the resources, and the driving force; schools and science are key and pioneering; the State plays a role in creating development," affirming that Vietnam's aspiration for innovation is not just a slogan but a command from the heart, a thought from the mind, an action from entrepreneurship, and a driving force for development.

According to the Prime Minister, history has proven that human creativity is limitless and without end, thereby creating leaps forward in knowledge, technology, and labor productivity.

Every new invention and every new technology not only changes the way we live and work, but also contributes to shaping the future. Innovation, therefore, is not just an aspiration, but has become the main driving force for development of every nation, every organization, every business, and every citizen on the path to conquering new heights.

Throughout the history of the struggle for national independence, nation-building, and defense, with the spirit of great unity, the aspiration for progress, and the innovative capacity of the entire nation, under the glorious leadership of the Communist Party of Vietnam, Vietnam has written miraculous stories of "turning nothing into something, turning difficulties into ease, and transforming the impossible into the possible."

According to the Prime Minister, the clearest evidence is the nearly 40-year journey of implementing the Doi Moi (Renovation) process to comprehensively develop the country and steadily advance towards socialism.

Accordingly, innovation in agriculture has helped our country escape poverty after the devastating war (currently ensuring national food security and being one of the world's leading rice exporters). Innovation and development in industry have helped our country achieve a high-middle income (by 2025, Vietnam's per capita income is expected to be around 5,000 USD).

The Prime Minister believes that science and technology, innovation, digital transformation, and green transformation will enable Vietnam to become a developed country with high income (rapid and sustainable development).

The Prime Minister assessed that, in the recent period, the world has experienced rapid, complex, and unpredictable changes, with difficulties and challenges outweighing opportunities and advantages. Vietnam's socio-economic situation continues to develop, achieving many comprehensive achievements in various fields, especially the economy demonstrating strong resilience to external shocks and achieving a growth rate among the highest in the region and the world. GDP is projected to increase by over 8% in 2025, averaging 6.3% during the 2021-2025 period, 1.6 times the world average growth; excluding the COVID-19 pandemic in 2021, the average growth rate for the 2022-2025 period is 7.2% per year, 2.1 times the world average growth rate.

These remarkable and proud achievements have many causes, one of the most important being that under the leadership of the Party, headed by the General Secretary, Vietnam has always been steadfast in its strategy, but its implementation and policy responses have been flexible, innovative, timely, appropriate, and effective; constantly renewing traditional growth drivers (investment, consumption, exports) and effectively exploiting new growth drivers (green economy, digital economy, circular economy, creative economy...).

"05 Open" and "01 Icon" of TECHFEST 2025

The head of government emphasized that entrepreneurship and innovation are an inevitable and objective trend, a strategic choice, and a top priority in investment; they are the key to unlocking breakthrough development for businesses and are an important driving force for rapid and sustainable economic development of nations, especially in the era of the Fourth Industrial Revolution.

Over the years, the Party and State have consistently paid attention to and issued numerous policies and mechanisms to promote entrepreneurship, innovation, and national digital transformation. The Politburo has issued strategic resolutions in many areas, including Resolutions No. 57, 59, 66, 68, 70, 71, 72… which identify science, technology, innovation, and digital transformation as key breakthroughs; require the acceleration of deep, substantive, and effective international integration; shift from a "management mindset" to a "development-oriented" mindset; reduce pre-approval and increase post-approval; identify the private sector as a crucial driving force of the national economy; develop green energy; and develop human resources.

The government has issued action programs to implement the Politburo's strategic resolutions; perfected the legal framework to promote entrepreneurship and innovation (institutionalizing venture capital activities, recognizing angel investors and enjoying tax incentives, expanding resources for science and technology and innovation; building a specialized stock exchange for innovative startups; encouraging the commercialization of research results; stipulating special preferential policies for domestic and foreign experts in innovative startups...).

The Prime Minister clearly stated the goal of building a nation of startups and innovation based on advanced technology, a transparent institutional framework, seamless infrastructure, smart governance and human resources; developing an independent, self-reliant economy that is deeply, genuinely, and effectively integrated into the international community.

As a result, Vietnam's GII ranking increased from 71st out of 132 countries (in 2010) to 44th out of 133 countries (in 2025). The digital infrastructure is developing strongly (3G/4G coverage for nearly 95% of the population and 5G deployment is underway). The United Nations ranked Vietnam's e-Government Index in 2024 15 places higher than in 2022, placing it 71st out of 193 countries worldwide.

National and internationally-oriented programs like TECHFEST are increasingly establishing their prestige, attracting widespread participation from experts, researchers, universities, businesses, and organizations both domestically and internationally, and creating an attractive platform for startups.

In particular, the Prime Minister assessed that TECHFEST 2025 was organized with many new features with "05 Open" and "01 Symbol": (1) Open in terms of organization space: The series of events are mainly organized on the Ho Hoan Kiem pedestrian street instead of traditional halls; (2) Open in terms of interaction: Seminars and workshops take place in cafes, restaurants, and open interaction areas allowing a large number of participants to exchange and discuss directly; (3) Open in technology experience, creating many spaces for testing and interacting in practice with modern technologies; (4) Open in terms of participants, including household businesses, enterprises, startups, corporations, investment funds, institutes, schools, students, and aiming for the participation of the whole population; (5) Open on the theme, the general theme "Vietnam Innovation - New Growth Driver" is discussed in many fields from digital economy, green economy, circular economy, investment connection, human resources, health, education, international cooperation… to talent search competitions, especially on this occasion the Launch Ceremony of the Network of Innovation Centers of Hanoi Capital; (6) The Phu Dong symbol in TECHFEST VIETNAM 2025 symbolizes the aspiration for rapid, strong and sustainable growth of the Vietnamese technology business community, of the Vietnamese science and technology and innovation ecosystem, of Vietnamese courage and intelligence.

On behalf of the Party and State leaders, the Prime Minister acknowledged, highly appreciated, and commended the ministries, sectors, and localities, especially the Ministry of Science and Technology, Hanoi Capital, the TECHFEST organizing committee, and the experts, scientists, business community, and domestic and foreign organizations for their great efforts and contributions to the development of the startup and innovation ecosystem and the promotion of national digital transformation, making a significant contribution to the overall achievements of the country.

With the spirit of innovation spreading, Vietnam will take great strides forward.

According to the Prime Minister, although encouraging initial results have been achieved, due to a slower starting point, Vietnam's startup and innovation ecosystem still lags behind the region and the world, and is not yet commensurate with the potential, intelligence, and capabilities of the Vietnamese people.

The Prime Minister raised the issue that we must find satisfactory solutions to many major problems, such as how to effectively promote the linkage between domestic enterprises and FDI enterprises so that Vietnamese enterprises can participate more deeply in the global value chain, and Vietnamese products can assert their value and reach further, deeper, and wider in regional and international markets; and the key tasks and solutions to accelerate and improve the effectiveness of commercializing scientific research results.

The Prime Minister also raised the question: Vietnam is participating in the development trend of the semiconductor and artificial intelligence industries, while the global "value chain" is almost fully formed with the participation of many major powers and large corporations. Therefore, where will Vietnam stand in the global semiconductor value chain? What is the core objective: design - packaging - testing - manufacturing - equipment - materials, or a combination? What are the strategic priorities: developing in depth (core technology) or expanding in breadth (ecosystem)? How can Vietnam quickly establish a large database, boost the development of the data market, and promote artificial intelligence and machine learning products that Vietnam owns?

Another issue raised by the Prime Minister was how to effectively apply artificial intelligence to social and environmental issues, including disaster prevention, mitigation, and recovery, as well as reducing traffic congestion and pollution in major cities.

"Innovation means improving upon what already exists and creating new ideas, new products, and products that are more valuable and sustainable. It is a journey of constantly surpassing oneself, striving for new heights for each individual, business, and the nation as a whole," the Prime Minister stated.

The Prime Minister stated that, for the economy, innovation means renewing traditional growth drivers while effectively exploiting new growth drivers to create breakthrough development.

For businesses, this means leveraging their core strengths more effectively and persistently researching and developing new, robust competitive capabilities in the domestic, regional, and global markets.

For each citizen, it means continuously striving to improve existing capabilities, proactively cultivating new strengths to adapt, thrive, and assert themselves in an era of rapid transformation.

"When each individual innovates, each business innovates, and the whole society innovates, the entire country will transform dramatically. And when the spirit of innovation spreads, Vietnam will take long strides on the path to rapid and sustainable development," the Prime Minister stated.

Transform Vietnam into a nation of startups and innovation.
Sharing his vision and priorities for the coming period, the Prime Minister stated that the goal is to shift from spontaneous development to innovation for rapid and sustainable national development, addressing major development issues; regarding technology: shifting from application and processing to research and mastery of technology; regarding stakeholders: shifting from individual startups and innovations to the formation and development of ecosystems; regarding markets: expanding from the domestic market to the region and the world; and regarding the role of the State: shifting from strict management to fostering development, creating a comprehensive and open legal framework for experimental and effective mechanisms.

The Prime Minister emphasized that all efforts are directed towards a common goal: improving national productivity, quality, efficiency, and competitiveness; transforming Vietnam into a nation of startups and innovation; enabling Vietnam to continue producing technology "unicorns"; and catching up, keeping pace with, and potentially surpassing the global technological landscape.

To successfully achieve the above objective, and contribute to the successful realization of the two centenary goals, the Prime Minister requested that ministries, sectors, localities, and agencies focus on effectively carrying out a number of tasks.

Ministries, sectors, and localities, with the Ministry of Science and Technology playing a core role, should proactively improve institutions and policies, remove barriers to new business models and technologies; accept risks and challenges in the process of testing and deploying new models, while establishing a synchronized, open, and transparent risk management and monitoring mechanism; focus resources on investing in technology infrastructure, innovation centers, and shared digital infrastructure; and operate integrated platforms to support businesses such as accounting, taxation, human resource management, and finance.

Among these, several tasks require breakthroughs, including: accelerating digital transformation so that 100% of administrative procedures serving citizens and businesses are carried out in a digital environment, regardless of administrative boundaries, aiming for a paperless administration; developing virtual assistants in agencies and units; building a credit guarantee mechanism and specific lending for innovative startup projects based on technology and intellectual property; developing national, local, state-owned enterprise, private, university, and public-private partnership venture capital funds; and operating an efficient stock exchange for innovative startups.

The Ministry of Science and Technology is urgently finalizing and submitting the National Strategy on Startup and Innovation in December 2025; Hanoi continues to strongly support and create favorable conditions to promote the development of startups and innovation, so that the "heart of the country" becomes a center for incubating new ideas, new solutions, new inventions, and a foundation for businesses to develop and expand into the region and the world.

Research institutes, universities, other science and technology organizations, and businesses should promote entrepreneurship training from high school to postgraduate level; build a system of in-depth training in STEM, innovation, and technology management; develop open laboratories, creative spaces, and centers to support the commercialization of research results; and strengthen cooperation between "the State - Universities - Scientists - Investors" to strongly promote research, technology transfer, and bring research into practice as soon as possible.

Businesses and investors should play a central role in innovation; proactively invest in new technologies and models, and participate in incubating and accelerating startups; form a leading business ecosystem, especially in strategic technology sectors; expand cooperation with domestic and foreign investment funds; and actively participate in developing the national venture capital market in stages.

People, especially the younger generation, should strongly promote the entrepreneurial spirit, daring to think, daring to act, daring to accept risks and failures as valuable lessons; forming a culture of innovation throughout society; proactively equipping themselves with knowledge and skills in technology and digital transformation.

Regarding the direction for organizing TECHFEST next year, the Prime Minister suggested continuing strong innovation, elevating TECHFEST to a regional and international level, and deeply connecting the domestic and international ecosystems. TECHFEST must become a platform to attract international resources, investment funds, experts, and technology corporations; promote negotiations and signing of investment agreements with technologically advanced countries; build and effectively operate startup centers; and create conditions for Vietnamese startups to participate, test, and expand in the global market.

The head of government stated that TECHFEST Vietnam is an important opportunity to reflect on the initial positive changes in the national creative startup ecosystem, creating new momentum for the next phase in the process of development and international integration. The business community, all sectors of society, especially startups and the younger generation, should continue to nurture aspirations, boldly experiment, and venture into solving major national and contemporary problems, while pioneering the creation of Vietnamese technologies and products to become new growth drivers for the country.

With the motto "The State creates, businesses are pioneers, public and private sectors work together, the country develops, and the people are happy," the Prime Minister hopes and believes that TECHFEST 2025, in the spirit of "valuing intellect, seizing time, and making timely decisions," will be a great success, the national startup and innovation ecosystem will make great strides, and Vietnam will become an attractive destination for technology talents and the creative startup community from countries in the region and around the world.
