Considering personnel decisions for the Politburo and Secretariat of the 14th Party Congress at the 15th Central Committee Conference.

This is one of the key points outlined by the Central Propaganda and Mass Mobilization Department in Guidance Document 35-HD/BTGDVTW of 2025 on the content of disseminating the results of the 14th Conference of the Central Committee of the 13th Party Congress.

In particular, the guidelines on the preparation, selection, and nomination of personnel to participate in the Politburo and Secretariat of the 14th Party Congress, issued by the Central Propaganda and Mass Mobilization Department, clearly state that, in a spirit of responsibility, seriousness, democracy, objectivity, and impartiality, the Central Committee of the Party should thoroughly discuss and provide frank and constructive opinions to create unity and consensus on the number of Politburo and Secretariat members for the 14th Party Congress term and the selection of personnel to be nominated to participate in the Politburo and Secretariat of the 14th Party Congress (both re-election and first-time participation).

Recognizing this as a continuation and inheritance of personnel planning, it is particularly crucial and fundamental, closely linked to the success of the 14th Party Congress and the development of the country in the new period.

The nominated personnel must possess a national strategic vision, the ability to maintain national autonomy; leadership and command capabilities at the national level; symbolic political prestige and integrity; the ability to implement resolutions into measurable results; and sufficient stamina, both mentally and physically, to withstand the pressure and intensity of work during the 14th term of the Party and possibly subsequent terms.

In the guidelines, the Central Propaganda and Mass Mobilization Department also informed: The Central Committee assigned the Politburo and the Personnel Subcommittee of the 14th Party Congress to continue reviewing, supplementing, and perfecting personnel plans in accordance with the personnel work guidelines of the 14th Party Central Committee and the established personnel work procedures, in order to report to the Central Committee for consideration and decision at the 15th Central Committee meeting.

Speaking at a meeting with the Standing Committee of the Party's 14th National Congress Subcommittees on December 9th, General Secretary To Lam requested strengthening information and propaganda work regarding the 14th National Congress of the Party, ensuring the dissemination of positive information, consolidating the confidence of cadres, Party members, and the people in the Congress; creating unity within the Party, consensus in society, and working together towards the goal of national development; strengthening the prevention of harmful and toxic information, and combating reactionary, false, subversive, and divisive rhetoric against the national unity.

The General Secretary requested the Personnel Subcommittee to continue finalizing personnel-related tasks for submission to the 15th Central Committee Conference. The Central Organizing Committee was tasked with reviewing the working regulations of the congress, the election regulations at the congress, and personnel files related to the congress.
