Cam Hiep Commune: Promoting the role of village heads and influential figures among ethnic minority communities.

With their experience, practical knowledge, and ability to "speak in a way that the people believe, act in a way that the people follow," the village head, a respected figure among the ethnic minority communities in Cam Hiep commune, has made significant contributions to disseminating the Party's guidelines and the State's policies and laws to the community. This has helped ethnic minority communities raise their awareness of law compliance, proactively develop their economy, and improve their living standards.

For over six years as a member of the Vietnam Fatherland Front Committee of the commune and five years as the head of Suoi Coc village, Mr. Mang Tam has always wished for the people in his village to improve their lives and for children to have access to education. To encourage his fellow villagers to follow his example, Mr. Tam and his family have always set a good example by adhering to the Party's guidelines and policies, and the State's laws and regulations; actively participating in local emulation movements and campaigns. Mr. Tam shared: "The village has 130 households/455 people, with over 95% being ethnic minorities. In the past, men in the village often married very early. Wedding ceremonies were lavish, even though life was difficult. They wouldn't listen, so I decided to set an example with my own family." Accordingly, Mr. Tam has propagated and encouraged his relatives to conduct weddings for their children and grandchildren without demanding dowry; and to follow the new customs for funerals. He also pioneered investment in high- value crops and livestock, thanks to which his family now has the means to purchase many valuable items for production and daily life. In addition, Mr. Tam collaborates with village associations and organizations to call upon and mobilize units, businesses, and philanthropists to provide regular and emergency support to people in difficult circumstances; support the construction of houses, sponsor students and orphaned children from ethnic minority groups; and introduce and guide people to access bank loans to develop their economy and escape poverty. He also coordinates the organization of short-term vocational training courses and job placement for young people in the village; and collaborates in advising and encouraging students after graduating from junior high school to continue their education at vocational schools...

Thanks to Mr. Tam's practical actions, the villagers gradually changed their way of thinking and doing things. Besides adopting a new cultural lifestyle, many households have learned to apply advanced techniques to growing mangoes and durians, and raising livestock and poultry. Today, Suoi Coc village has no poor households; 100% of children of school age attend school.

Also a respected figure in Suoi Coc village, Mr. Mau Thien is an active member of the village's mediation team. Mr. Thien stated that whenever conflicts arise among the villagers, he and other members investigate the causes, listen to the opinions of all parties, and then propose the most effective solutions. With this attentive approach, sharing of perspectives, and a "reasonable and empathetic" method, in recent years, minor conflicts and disputes within the village have been resolved promptly, contributing to maintaining local security and order.

Enhance knowledge and skills

Cam Hiep commune has 327 ethnic minority households, mainly Raglai people living concentrated in two villages, Suoi Coc and Va Ly. Thanks to funding from national target programs, infrastructure in the commune has been invested in recent years, and the lives of the people have gradually improved. However, a segment of the ethnic minority population has low educational levels, making them easily susceptible to manipulation and incitement, leading to violations of the law. Therefore, Cam Hiep commune has focused on promoting the role of village heads and influential people in disseminating information and mobilizing ethnic minorities in the locality. The commune regularly collaborates with the Provincial State Legal Aid Center to organize numerous conferences to update legal knowledge for grassroots officials, including village heads and influential people. This helps village heads and influential individuals acquire the knowledge and skills to disseminate information, mobilize support, and persuade others, as well as to fully and promptly disseminate new Party guidelines, State policies and laws, and policies and programs that benefit the people in the area, thereby effectively meeting the needs of disseminating and sharing necessary legal information to ethnic minority communities.

Ms. Ho Thi Thuy, Head of the Culture and Social Affairs Department of Cam Hiep commune, said: "Village heads and influential people have a great influence in ethnic minority communities. They are the bridge between the Party, the State, and the people in the community, and a source of spiritual support for ethnic minorities. In the coming time, the commune will continue to coordinate with the Provincial State Legal Aid Center to implement the activity "Raising awareness of legal aid in ethnic minority and mountainous areas" to improve legal knowledge for village heads and influential people, effectively promoting their role as "key figures" in disseminating information and mobilizing people to develop the economy, eliminate outdated customs, combat social evils, actively build national unity, and contribute to building a more prosperous, beautiful, and civilized locality."
