The Tax Department has just launched a Tax Operations Handbook for commune-level officials. The handbook includes sections on: General issues concerning state budget revenue collection at the commune level; groups of taxpayers at the commune level; taxpayer management at the commune level (tax procedures implemented at the commune level according to the two-tiered local government model; coordination in combating tax evasion; coordination in disseminating tax laws); introduction to the eTax Mobile application; guidance on some basic tax procedures; and Q&A on various situations.

The launch of this handbook aims to enhance the effectiveness of tax management coordination at the local level and meet the requirements of reforming the two-tiered local government model. The document is presented concisely and clearly, emphasizing practicality, including forms and specific case studies; it also illustrates tax procedures with diagrams and infographics to help officials easily visualize and apply them.
