Accelerate the completion of key transportation projects.

Prime Minister Pham Minh Chinh recently chaired the 22nd online meeting of the State Steering Committee for National Key Projects and Transport Sector Projects (Steering Committee). The Prime Minister requested central ministries, agencies, localities, and contractors to focus on accelerating the progress of key transport projects; to complete the target of 3,000km of expressways and 1,700km of coastal roads, with projects to be inaugurated by December 19, 2025. At the same time, he urged the prompt preparation and submission for approval of projects and works scheduled for implementation in 2026 and the 2026-2030 period.

A bridge on the Chau Doc - Can Tho - Soc Trang expressway, crossing the Lo Te - Rach Soi expressway, is being completed.

The main expressway section is expected to be open for technical traffic on 3,188km.

Mr. Tran Hong Minh, Minister of Construction , stated: At the 21st session on November 8, 2025, the Prime Minister, Head of the Steering Committee, assigned 28 tasks to ministries, sectors, and localities, focusing on resolving difficulties and obstacles for expressway projects in the 3,000km list to be completed in 2025, and accelerating investment preparation procedures to commence and inaugurate the projects.

To date, the units have completed 11 tasks on time as required. Specifically, the Ministry of Construction has directly inspected, reviewed, and resolved difficulties and obstacles related to key transportation projects; proactively inspected construction sites, advised government leaders and heads of inspection teams to direct units to focus on resolving difficulties and accelerating the construction progress of projects under the 3,000km expressway list planned for completion in 2025; completed the relevant procedures to start the expansion project of the Ho Chi Minh City - Trung Luong - My Thuan expressway on December 19, 2025; and urged localities to focus on implementing the coastal road system to ensure the goal of having approximately 1,700km of coastal roads nationwide by the end of 2025…

According to the Ministry of Construction, for expressway projects planned for completion by 2025 to achieve the national target of 3,000km of expressways, the plan is to complete 3,803km by the end of 2025. As of August 19, 2025, 2,620km have been completed and put into operation, and it is expected that 3,513km will be completed and open for technical traffic by December 19, 2025.

Of these, the projects and sub-projects (DTPs) being implemented by the Ministry of Construction include 17 projects/DTPs with a total length of 1,194.5km. As of August 19, 2025, 589km had been completed (445km of the main expressway and 144km of interchanges and access roads). It is expected that by December 19, 2025, 593.2km will be completed and open to traffic (431km of the main expressway and 162.2km of interchanges and access roads).

Locally implemented projects comprise 13 projects with a total length of 588km. As of August 19, 2025, 10km of the main route of the Bien Hoa - Vung Tau Expressway Project 3 has been completed. It is expected that an additional 299.5km will be completed and opened for technical traffic by December 19, 2025. The remaining 278km are being actively implemented by local authorities, with completion expected by the end of 2025 and early 2026.

Regarding the coastal road network, the planned route has a total length of 2,813km, with a minimum scale of Class III and IV roads; the route is formed by combining national highways and local roads. To date, 1,450km have been put into operation; approximately 591km are under construction, of which about 251km will be completed by December 19, 2025, and about 340km will be completed after 2025. Approximately 405km are being prepared for investment and are expected to be completed in the 2026-2030 period; about 367km have not yet been invested in. For the Long Thanh International Airport Project, there are 4 sub-projects, and the investors and contractors are working hard to ensure the project progresses according to regulations.

Expedite the construction progress of projects.

Mr. Tran Van Thi, Director of the My Thuan Project Management Board, said: "This December 19th, the unit has registered to complete 191km of expressways, including 29km of Cao Lanh - Lo Te, 51km of Lo Te - Rach Soi which are basically completed, and Can Tho - Ca Mau, which is over 111km long. For the Can Tho - Ca Mau expressway, construction is currently 95% complete. Approximately 3,000 officials and engineers, and 1,500 pieces of equipment are currently working in three shifts to ensure technical traffic opening on December 19th."

According to the Can Tho City Department of Construction, the city is accelerating the progress of the Chau Doc - Can Tho - Soc Trang expressway construction project, phase 1, striving to basically complete it by the end of 2026 and put it into operation in 2027. The project, passing through Can Tho City, has a length of approximately 132.47 km and a total investment of 31,288 billion VND. To date, the value of implemented projects has reached over 9,093 billion VND, or 47.2%.

At the 22nd session, Prime Minister Pham Minh Chinh highly appreciated and commended the ministries, sectors, localities, investors, project management boards, contractors, consultants, and workers on construction sites for closely monitoring the projects and accelerating their progress. The Prime Minister requested that all projects and works nationwide be accelerated; difficulties and obstacles must be addressed through focused leadership, direction, supervision, inspection, and resolution to ensure the progress and quality of the works. During the construction process, regular inspections and supervision must be carried out to prevent corruption, negative practices, and waste. The goal of completing 3,000km of expressways and 1,700km of coastal roads must be achieved, with the inauguration ceremony scheduled for December 19th. Projects and works scheduled for implementation in 2026 and the 2026-2030 period must be urgently prepared and submitted for approval...
