Storm and flood "swept away" 100,000 billion VND and the Prime Minister's special request

(Dan Tri) - Faced with the serious consequences caused by natural disasters, the Prime Minister requested all members of the Government and local leaders to work responsibly and direct the repair and construction of tens of thousands of new houses for the people.

This task was emphasized by Prime Minister Pham Minh Chinh when concluding the regular Government meeting in November on the morning of December 6.

Sharing with the people and localities that have suffered a lot of damage due to natural disasters and historic storms and floods in recent times, the Prime Minister highly appreciated the spirit of mutual love and affection of compatriots and soldiers nationwide, especially the efforts to overcome difficulties, quickly restore economic and social activities and ensure people's lives in localities.

According to estimates, natural disasters and storms and floods caused preliminary property damage of nearly 100,000 billion VND, estimated at about 0.7-0.8% of GDP in 2025.

The Prime Minister assessed that the lives of a segment of the population are still difficult; natural disasters and floods are forecast to continue to develop in a complex and unpredictable manner, causing serious impacts.

The Prime Minister emphasized that the guiding ideology is that all members of the Government, ministers, heads of sectors, and leaders of provinces and cities must work with full responsibility and effort, all for the benefit of the nation and people, all for the material and spiritual life of the people.

In particular, the Prime Minister requested to focus efforts, leadership, and direction on overcoming the consequences of storms and floods, completing the repair of 34,352 damaged houses, and rebuilding 1,628 collapsed houses for people.

According to the request of the Government leaders, the repaired houses must be completed by December 31 and the new houses must be completed by January 31, 2026, so that "everyone has a house, every family has Tet, and no one is left behind".

Along with that, according to the Prime Minister, it is necessary to focus on restoring production and business, creating jobs and livelihoods for people.

One of the important tasks assigned by the Prime Minister is to consistently implement the goal of maintaining macroeconomic stability, controlling inflation, ensuring major economic balances, and promoting growth.

In particular, credit packages are oriented to prioritize social housing construction, preferential loans for young people under 35 years old, strategic infrastructure development, and flood recovery.

Along with strictly controlling credit in potentially risky areas (including real estate), the Prime Minister directed to urgently submit to competent authorities the research and establishment of a gold trading floor in December.

In addition, the Prime Minister requested drastic, timely and effective implementation of Resolutions 57, 59, 66, 68, 70, 71, 72 of the Politburo; at the same time, urgently submit to the Politburo for promulgation new Resolutions on State economy, FDI, and culture.

The Prime Minister continued to emphasize the spirit of drastic administrative procedure reform, along with the task of effectively operating the two-level local government model. The Prime Minister assigned the Ministry of Home Affairs to promptly submit to competent authorities documents implementing Conclusion 206 of the Politburo on salaries, allowances, and organizational arrangements of the two-level local government apparatus and organization, before December 15.

On the other hand, according to the Prime Minister, it is necessary to focus on removing difficulties and obstacles for long-standing projects and effectively implementing plans to handle weak commercial banks.

The Prime Minister requested the State Bank to handle the restructuring of SCB Bank in January. The Ministry of Finance, the standing agency of Steering Committee 751, is preparing to immediately deploy mechanisms and solutions to remove the backlog of nearly 3,000 projects after receiving the policy from the Politburo.
