Every year, by this time, farmers in Dong Hoa ward have finished preparing the land and soaking the rice in preparation for sowing. This year, the flooding has just ended, and the garbage in the fields has not yet been cleared away.

“To sow rice, we need to clean up trash, disinfect the fields, and soak the seeds… But it’s still a mess. The rice seeds have all sprouted, and we don’t know where to get the seeds to sow…”, Ms. Nguyen Thi Nghia in Dong Hoa ward worriedly.

According to the People's Committee of Dong Hoa Ward, the area of rice, crops, and vegetables in the locality was damaged over 13 hectares. 559 tons of rice seeds were damaged. Farmers in the ward are in dire need of rice seed support to soon implement this Winter-Spring crop.

Hoa Xuan commune is also facing a similar situation. According to Mr. Doan Minh Phong, Vice Chairman of the People's Committee of this commune, after the flood, nearly 5,000 tons of rice of the people were damaged, including 432 tons of rice seeds. Currently, people have received rice support from benefactors and the State to solve the immediate food problem. The most urgent issue is the source of rice seeds for the upcoming sowing. Because not only rice seeds from the people but also seeds from agents, seed farms and cooperatives in the area were damaged due to the flood.

Many agricultural cooperatives in the eastern part of the province are one of the important sources of rice seeds for the people. However, these units also suffered heavy losses due to floods and rains, so there is a serious shortage of rice seeds.

An Nghiep Agricultural Cooperative (Tuy An Tay commune) produces and supplies 40-50 tons of rice seeds each crop. Due to the flood, this unit suffered over 90% damage (more than 1.2 billion VND), so its operations were almost paralyzed.

Mr. Tran Tan Khoa, Director of this cooperative, said: "The unit was flooded more than 2 meters, so not only the rice seeds but also the machinery were damaged. 30 tons of rice seeds and 10 tons of high-quality rice were moldy and could not be saved. The rice dryer was also severely damaged and could not be repaired. The unit really needs support to restore operations."

Not only is there a shortage of rice seeds, but irrigation canals in the localities have also been damaged. In Son Thanh commune, the recent flood caused the locality to lose nearly 1,300 tons of rice, of which 250 tons were rice seeds for the 2025-2026 Winter-Spring crop. Along with that, many canals and embankments were broken and eroded.

According to Mr. Le Quang Phung, Vice Chairman of Son Thanh Commune People's Committee, regarding irrigation, the locality damaged 380 m of the South canal managed by Dong Cam Irrigation One Member Co., Ltd.; 300 m of Lac My embankment; 18 km of canals in 6 villages... This affects the process of irrigation and disinfection of fields after flooding.

“The locality has proposed to higher authorities to support nearly 45 billion VND in funding to dredge canals and repair the irrigation system. The locality urgently needs 250 tons of rice seeds so that people can sow the winter-spring crop before December 25,” Mr. Phung added.
