Total state budget revenue in the first 11 months of 2025 reached VND2.39 trillion, exceeding the estimate by 21.9% and increasing by nearly 31% over the same period. The growth momentum mainly came from domestic revenue and import-export activities, continuing to create room for year-end fiscal management.

According to the General Statistics Office, the total state budget revenue in November is estimated at VND 201,500 billion, the accumulated total state budget revenue in the first 11 months of 2025 reached VND 2,397.7 trillion, equal to 121.9% of the year's estimate and an increase of 30.9% over the same period last year.
Of which, domestic revenue in November reached 171,600 billion VND. Accumulated revenue in the first 11 months of 2025 reached 2,059.5 trillion VND, equal to 123.4% of the year's estimate and increased by 35.2% over the same period last year. Revenue from crude oil in November reached nearly 3,000 billion VND; accumulated revenue in the first 11 months of 2025 reached 43,700 billion VND, equal to 82.2% of the year's estimate and decreased by 16.7%. Balanced budget revenue from import-export activities in November reached 26,700 billion VND; accumulated revenue in the first 11 months of 2025 reached nearly 293,000 billion VND, equal to 124.7% of the year's estimate and increased by 15.1%.
Regarding budget expenditure, total state budget expenditure in November is estimated at VND 213,300 billion, accumulated in the first 11 months of 2025 is VND 2,049.7 trillion, equal to 79.5% of the year's estimate and up 32.5% over the same period last year.
Of which: Regular expenditure reached 1,398 trillion VND, accounting for 68.2% of total State budget expenditure; development investment expenditure was 553,300 billion VND, accounting for 26.99% of total State budget expenditure; debt interest payment was 92,200 billion VND, accounting for 4.49% of total State budget expenditure.
