
Currently, the province has 91 grassroots Veterans Associations with more than 56,000 members operating in 1,611 branches. In recent years, the Associations at all levels have stepped up propaganda and education for members to firmly maintain their stance and set an example in complying with the Party's guidelines, the State's laws and policies, and local regulations. The Association regularly and seriously implements resolutions of the Party and the Veterans Associations at all levels, especially Resolution No. 35-NQ/TW of the Politburo on strengthening the protection of the Party's ideological foundation and fighting against erroneous and hostile viewpoints in the new situation. The vast majority of Veterans in the province are steadfast in their political stance, playing the role of a core force in building and protecting the Party, the government, and the people; maintaining the great national unity bloc; contributing to building a comprehensively strong political system and association organization.
Many war veterans have promoted their exemplary and responsible spirit and have been elected to important positions in the political system. In the 2022-2025 period, the province has 491 war veterans as Party cell secretaries, village and neighborhood heads; 319 war veterans as Deputy Party cell secretaries; 509 war veterans as cell committee members; 29 war veterans as deputy village and neighborhood heads; and 705 members participating in People's Councils at all levels for the 2021-2026 term.
The provincial Association of War Veterans is currently maintaining 2,422 self-managed people's groups on security and order with war veterans as the core, with more than 16,000 members participating, of which 4,184 are group leaders. The self-managed models of war veterans have become an important force in maintaining security and order, traffic safety; effectively coordinating with the police, army and local authorities in training and propagating the law, participating in drills, training militia and reserve forces, contributing to strengthening the national defense posture associated with people's security.
The sense of responsibility of war veterans is also clearly demonstrated in responding to natural disasters. During storm No. 3 (Yagi) in 2024, war veterans in the province mobilized more than 40,000 working days to overcome damage, support affected members, and mobilize over 1.2 billion VND in support. Along with that, the activities of "Repaying gratitude", visiting old battlefields, and visiting martyrs' cemeteries are always maintained regularly, contributing to educating patriotic traditions, fostering national pride for cadres, members and people.

In the new rural construction program for the period 2022-2025, Veterans Association members donated more than 7,000m² of land, contributed 1,500 working days, participated in building 152km of new roads and repairing hundreds of kilometers of canals. The movement "Lighting up the countryside" was widely deployed with 42,000 light sets installed, with a total cost of 7.6 billion VND (War Veterans contributed 1.1 billion VND and 3,000 working days), bringing benefits to more than 11,000 households and hundreds of agencies and schools.
Along with that, the Association at all levels has built 59 houses of solidarity and repaired 11 houses with a total cost of 3.8 billion VND. Many large and small social security projects launched by the Association have contributed to improving the lives of people in remote, border and island areas, promoting socio -economic development and strengthening national defense and security.
The provincial Veterans Association is also a pioneer in environmental protection. The province has established and maintained 93 self-managed Veterans Clubs for environmental protection with nearly 4,000 members, responsible for 280km of roads, 50ha of forest; planted 96,000 trees, cared for 450ha of forest and collected about 50 tons of garbage/month.
The movement "War veterans help each other reduce poverty and do good business" continues to affirm its vitality and effectiveness. The Association currently has 174 small and medium-sized enterprises, 27 cooperatives, 120 farms, 593 households, 1,309 production and business households owned by war veterans, creating jobs for more than 16,000 workers. Preferential loans and entrusted capital are effectively managed and used by the Association, helping members expand production and become rich legitimately. In the period of 2022-2025, the whole province has had 188 war veteran households escape poverty; to date, there are no poor war veteran households, a result of special significance in achieving the goal of sustainable poverty reduction.

From the practice of the emulation movement "Exemplary war veterans", it can be seen that the team of war veterans in Quang Ninh is united, responsible, innovative, contributing to creating a combined strength in carrying out the tasks of socio-economic development, building new rural areas, civilized urban areas, firmly protecting political security and social order and safety.
The 8th Congress of the Provincial Veterans Association, term 2025-2030, taking place at the end of November 2025, once again affirmed the important position and role of the Association after 36 years of establishment and development. The Congress agreed on the theme: "Promoting the nature of Uncle Ho's soldiers, the tradition of Loyalty - Solidarity - Exemplary - Innovation; building a comprehensively strong Provincial Veterans Association; excellently completing all tasks; actively participating in building a rich, civilized, modern Quang Ninh province, with happy people".
Chairman of the Provincial Association of War Veterans, Dam Huy Dac, emphasized: The Congress set out 6 main targets and 3 breakthrough solutions with the consistent goal of promoting the nature and tradition of "Uncle Ho's soldiers", solidarity, innovation, dedication; determined to successfully complete the Congress resolution, together with Quang Ninh province confidently entering a new development stage, a stage of realizing the nation's aspirations for prosperity and growth.
