
Clearly identifying the role of dykes in protecting human lives, property, and production achievements against climate change, storms, high tides, etc. , Quang Ninh has soon issued practical policies on new investment, maintenance, and protection of dykes. On March 4, 2025, the Provincial People's Committee issued Decision No. 631/QD-UBND approving the maintenance plan for 8 level IV dykes. Including: Ha An dyke (Ha An ward); Hai Long dyke (Mong Cai 1 ward); Hang Son dyke (Yen Tu ward); Dien Cong dyke (Uong Bi ward); Dong Yen Hung dyke (Ha An ward and Dong Mai ward); Bac Cua Luc dyke (Hoanh Bo ward); Ha Dong dyke (Hai Lang commune); Hong Phong - Hung Dao dyke (Dong Trieu ward). The total cost for these project packages is 36 billion VND.
Construction solutions for 8 dike routes are to reinforce and repair the dike surface; to renovate and clear the dike slope; to repair the dike toe and slope, to drill and grout to reinforce the dike body, to fill potholes and erosion ditches on the dike surface, to repair the revetments on the dike, to renovate the dike surface, to install dike construction signs, dike load limit signs, to clear weeds on the dike surface, to concretize the dike surface, to repair old culverts, to raise the dike crest, to plant wave-blocking trees, etc.
Previously, the level IV and V dike system of Quang Ninh, including the 8 dike lines mentioned above, was invested in decades ago. Up to now, it has been degraded and damaged, the dike roof has been eroded, subsided, cracked, seeped, leaked water, slid, lacked protective embankments; water leakage through the culvert, broken energy dissipation, wing walls; broken culvert gate opening and closing machines, culvert wings rotted, termite nests developed... Hai Long dike (Mong Cai 1 ward) has collapsed 130m close to the sea, at risk of subsidence of the entire base of the tray. On Ha Dong dike (Hai Lang commune), the plank doors and closing machines of 3 culverts (Cai Dan, Ha Dong, Ha Thu) are broken. Dong Yen Hung dike (Ha An ward and Dong Mai ward) has signs of subsidence, breakage, and damage to culvert items. Dien Cong dike (Uong Bi ward) has many sections of the dike surface not yet concreted. On September 10, 2024, the Hong Phong - Hung Dao dike (Dong Trieu ward) was flooded by rain after storm Yagi combined with high tides, causing water to overflow the dike in many locations, completely flooding people's agricultural areas.

Mr. Bui Xuan Hien, Director of Viet Duc Forest Management Board (Department of Agriculture and Environment) said: After implementing the maintenance and repair of 8 level IV dykes according to Decision No. 631/QD-UBND, by the end of November, 4 dykes of Hong Phong - Hung Dao, Dien Cong, Ha Dong, Hai Long have been completed; the remaining 4 dykes of Ha An, Dong Yen Hung, Bac Cua Luc and Hang Son are reaching 50-70% of the workload. Construction units are actively implementing, ensuring the completion of the entire project before December 15, 2025.
Continuing the goal of protecting the dykes, currently, the Department of Agriculture and Environment is proposing, and the Provincial People's Committee has approved the establishment of a Project to improve the safety of the dyke system in Quang Ninh province for the period 2025-2030, with a vision to 2050. Mr. Nguyen Minh Son, Director of the Department of Agriculture and Environment of Quang Ninh affirmed: The implemented project will upgrade the dyke system to be able to withstand natural disasters of great intensity combined with high tides... Along with that, Quang Ninh province also builds and approves a plan to protect the key dyke area of Ha Nam with specific disaster response scenarios and timely handling solutions; builds and approves a plan to protect the entire dyke system.
