Quang Ninh has no more poor households according to multidimensional poverty standards.

The Provincial People's Committee has just issued Decision No. 4559/QD-UBND dated December 1, 2025 approving the results of the review of poor and near-poor households by the end of 2025 in Quang Ninh province. Accordingly, the whole province no longer has poor and near-poor households according to the multidimensional poverty standards for the period 2023-2025 stipulated in Resolution No. 13/2023/NQ-HDND of the Provincial People's Council.

In 2023, Quang Ninh completed the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period as prescribed by the Government . Accordingly, the whole province no longer has poor or near-poor households according to the multidimensional poverty standards for the 2021-2025 period prescribed in Decree No. 07/2021/ND-CP of the Government.

On that basis, the province issued Resolution No. 13/2023/NQ-HDND of the Provincial People's Council stipulating the multidimensional poverty standards for the 2023-2025 period of the province, higher than the national average, in accordance with socio-economic conditions. According to Resolution No. 13/2023/NQ-HDND, in 2023, the whole province still had 246 poor households and 3,063 near-poor households. Through review, at the beginning of 2025, the whole province still had 8 poor households and 1,197 near-poor households.

With political determination, the participation of the whole system and the people's aspiration to rise up, up to now, the whole province has no more poor or near-poor households. This result demonstrates Quang Ninh's efforts in taking care of people's lives, ensuring social security, and implementing the motto that all people enjoy the fruits of development.
