Creating a breakthrough in education and training development in the new period from Resolution 71

Implementing Resolution No. 71-NQ/TW (dated August 22, 2025) of the Politburo on breakthrough in education and training development, Quang Ninh has taken urgent, drastic and methodical actions since the last months of 2025. The province not only promptly issued directive documents and organized extensive dissemination, but also quickly concretized them with action programs and implementation plans with clear goals and targets until 2030, 2035, and a vision to 2045.

Immediately after the Politburo issued Resolution No. 71-NQ/TW, the Department of Education and Training, together with agencies and localities in the province, organized to disseminate the resolution in many forms. The implementation was carried out methodically and widely, ensuring that all cadres, teachers and related units firmly grasped the spirit of innovation and clearly defined responsibilities in performing tasks.

Based on the documents of the Central Government, the Department of Education and Training has advised the province to fully and promptly issue documents to lead and direct the implementation of the Resolution. Notably, Action Program No. 03-CTr/TU of the Provincial Party Committee Standing Committee and Plan No. 282/KH-UBND of the Provincial People's Committee to implement Resolution 71 and related resolutions and programs of the Government . Thanks to that, the whole sector has a unified basis to organize the implementation of tasks in the new period, ensuring a proactive spirit, clear people, clear work, clear progress. The Party Committee of the Department of Education and Training together with departments, branches and localities have seriously concretized and issued many key directive documents.

The results so far show that Quang Ninh continues to maintain its leading position in the country in many important indicators of the education sector. Regarding national standard schools, the province has achieved a rate of 92.5% for all levels of education, of which the general education sector has reached 95%. With the goal of reaching 95% or more by 2030, Quang Ninh is on the right track and higher than the general requirements of the Central Government. In the field of universal education and illiteracy eradication, the province has achieved the highest level in both primary and secondary schools; level 2 illiteracy eradication; 92% of people of school age have completed high school or equivalent. This is the foundation for the province to strive to achieve a rate of 95% by 2030.

The education index contributing to HDI is currently 0.80, a high level compared to the national average. Quang Ninh aims to raise it to 0.82 and reduce educational inequality to below 10% by 2030, and continue to increase strongly by 2035. In the group of indicators related to human resource training, the rate of trained workers is 43%, which is the basis for the province to aim for the target of 50% of people in the age group studying at post-secondary levels and 24% of workers having college or university degrees or higher.

Notably, Quang Ninh has set a target of having 100% of vocational and higher education institutions meet national standards by 2030, a very high target, exceeding the requirements of Resolution 71. This is a step demonstrating a long-term vision to comprehensively improve the quality of human resource training in the province. The work of attracting high-quality lecturers, especially from abroad, is also focused on implementation. In the period 2015-2025, Ha Long University has attracted 13 international lecturers; the province has set a target of recruiting at least 5 more lecturers from abroad, 15 professors, associate professors, PhDs and training at least 15 more PhDs by 2030.

According to the roadmap, Quang Ninh strives to complete universal upper secondary education by 2034, reaching the target 1 year ahead of the Central Government's requirement. At the same time, the education index contributing to HDI will reach 0.88 or higher by 2035; Ha Long University will be among the top 70 universities in the country (currently ranked 87/100). By 2045, the province aims to make education and training a comprehensive development sector, among the top 10 localities in the country in terms of quality.

In parallel with the implementation of the targets, Quang Ninh has actively deployed 9 major groups of tasks according to Resolution 71 and Action Program 03-CTr/TU. Of the 25 specific tasks according to Plan No. 282/KH-UBND, there are 7 tasks for 2025, of which 5 important tasks have been completed so far, including 4 tasks chaired by the Department of Education and Training and 1 task chaired by the Department of Home Affairs. The remaining tasks for 2025, 2026 and the following period are being urgently deployed by departments, branches and localities, ensuring progress and quality.

The initial results show the synchronous participation of the entire political system and the great efforts of the education and training sector in realizing the goal of making Quang Ninh one of the leading localities in the country in terms of education quality.

Entering 2026 and the next period, the province continues to identify education and training as a key sector, playing a fundamental role in the orientation of sustainable development. Quang Ninh will comprehensively implement the contents of Resolution 71, the Resolution of the Provincial Party Congress for the 2025-2030 term and the direction of the Central Government, focusing on preparing conditions in terms of human resources, facilities, and equipment to well organize the 2018 General Education Program.

The province also focuses on strengthening moral education, lifestyle, life skills; ensuring school security and safety; improving the quality of STEM/STEAM education; continuing to maintain and improve the quality of universalization and illiteracy eradication. Personnel work continues to be improved, effectively implementing rotation, training, and fostering teachers and managers. At the same time, the education sector promotes digital transformation, application of information technology, associated with the implementation of Resolution 57-NQ/TW; strengthening quality assessment, recognition of national standard schools, anti-corruption, administrative reform and educational communication.

With high political determination, comprehensive solutions and methodical approaches, Quang Ninh has affirmed its proactiveness and creativity in implementing Resolution 71-NQ/TW of the Politburo, creating a solid foundation for a breakthrough in the quality of education and training in the coming decade, contributing to building high-quality human resources to serve the goal of rapid and sustainable development of the locality.
