Set growth target of 10% or more in 2026

In 2025, the city's socio -economic situation achieved many outstanding results with 13/14 main targets completed and exceeded the plan. The GRDP growth rate is estimated at 8.5 - 9%, the economic structure has shifted positively: Services account for 51.36%; industry - construction 30.44%; agriculture, forestry and fishery 9.74%. GRDP per capita reached 3,100 - 3,200 USD; total budget revenue reached 14,960 billion VND, exceeding the estimate by 17.3%.

The service sector continued to be the driving force, growing by over 9%. Tourism recovered strongly, with 6.3 million visitors, up 61.5%; international visitors reached 1.9 million. Tourism revenue reached 13,200 billion VND, up 55%, thanks to a series of events within the framework of the National Tourism Year. Industry - construction increased by about 14.5% thanks to a number of key products increasing output and new projects coming into operation.

By 2026, the City Party Committee has set a target of GRDP growth of 10% or more; GRDP per capita reaching 3,500 - 3,600 USD. The economic structure continues to shift towards services, striving for this sector to account for about 49 - 50%. Realized investment capital in the area increases by 10 - 11%; admitting 1,700 - 2,000 party members.

Public investment capital in 2026 will reach VND5,620.8 billion, of which local budget capital will reach VND4,554.8 billion. Estimated budget revenue in 2026 is VND15,855.6 billion, an increase of 24.4% compared to the estimate in 2025.

In 2026, the city will effectively implement six key programs on urban development; industry; tourism - services; science - technology and digital transformation; private economy and high-quality human resources.

Chairman of the City People's Committee Nguyen Khac Toan said that in 2026, many solutions will be synchronously deployed: implementing the Resolution of the 17th City Party Congress and the Conclusion of the Politburo on continuing to implement Resolution 54; reviewing and comprehensively adjusting planning in the direction of heritage urban - green urban - smart urban.

“The city will resolutely disburse 100% of public investment capital, strengthen public asset management after restructuring the apparatus, and continue to perfect the 2-level local government model. Along with that, it will focus on restructuring the economy in association with renewing the growth model; improving the investment environment; attracting resources to develop socio-economic infrastructure and raising urban standards. This is an important foundation for the city to move towards sustainable growth in 2026 and the following years,” informed Chairman of the City People's Committee Nguyen Khac Toan.

Many suggestions for socio-economic development

At the 3rd City Party Committee Conference, delegates focused on heated discussions and contributed many important opinions related to the socio-economic development tasks in 2026 and the 2026-2030 period.

Many delegates requested clarification of the reasons for the slow economic restructuring, especially in the industrial sector; the progress of site clearance, especially in the southern part of the city; the problem of dissolved enterprises and the slow recovery of storm and flood damage in small projects serving agricultural production. Some opinions also pointed out the difficulties in implementing the 2-level local government model such as connecting infrastructure, coordination mechanism, decentralization and working means.

Regarding the 2026 targets, many delegates said that the basic targets are appropriate, but some targets need to be adjusted in a more feasible direction. Some opinions suggested reviewing the average GRDP increase per capita, the target for party member development, the target for national standard schools and budget revenue. In particular, there was a proposal to raise the budget revenue target to 16,800 - 17,200 billion VND to meet the resource needs of key projects.

Delegates give comments on solutions for socio-economic development

Regarding tasks and solutions for 2026, delegates said it is necessary to soon issue a specific coordination mechanism between agencies; review and transparently handle land funds, headquarters, and public assets after restructuring the apparatus; invest in information technology infrastructure and commune-level public administrative service centers.

Delegates proposed solutions to increase revenue, take advantage of the special policies of Resolution 38; focus on investing in transport infrastructure, agricultural infrastructure, industrial zones, and resettlement areas. Many opinions also suggested urgently adjusting the City Planning, resolving slow-progressing projects, developing culinary and ao dai capitals, supporting mountainous and coastal areas, and increasing the rate of clean water usage.

Determined to make a breakthrough

In his closing speech at the conference, Party Central Committee member and City Party Committee Secretary Nguyen Dinh Trung emphasized that the Resolution of the Party Congress for the 2025-2030 term is the crystallization of the wisdom and development aspirations of the Party Committee and all the people of the city; which sets out the goal of developing Hue city into a green - smart - rich in identity with a double-digit economic growth target. Urgently review and adjust the Hue City Planning for the period 2021 - 2030, with a vision to 2050; the city's general urban planning until 2045, with a vision to 2065 and related plans, ensuring consistency and conformity with the city's heritage urban, green urban and smart urban development orientations and completing them before December 31, 2025. Speed ​​up site clearance, compensation and resettlement support; remove difficulties and obstacles, especially for key projects.

Continue to restructure budget revenue and expenditure, improve the efficiency of budget management, allocation and use; prioritize development investment expenditure, especially key, important and urgent projects. Synchronously deploy tax management measures, combat tax loss, tax evasion and tax debt.

The City Party Secretary requested that Party committees at all levels should uphold their sense of responsibility, focus on leadership, and direct decisively, comprehensively and synchronously to promptly resolve difficulties and obstacles in local socio-economic development. Proactively forecast and identify emerging problems early, promptly overcome shortcomings and limitations pointed out in the report; at the same time, do a good job of coordination between levels and sectors in implementing tasks.
