Set a growth target of 10% or more for 2026.

In 2025, the city's socio -economic development achieved many outstanding results, with 13 out of 14 key indicators completed and exceeding the plan. The estimated GRDP growth rate reached 8.5-9%, and the economic structure shifted positively: services accounted for 51.36%; industry and construction 30.44%; and agriculture, forestry, and fisheries 9.74%. GRDP per capita reached 3,100-3,200 USD; total budget revenue reached 14,960 billion VND, exceeding the forecast by 17.3%.

The service sector continued to play a driving role, growing by over 9%. Tourism recovered strongly, with 6.3 million visitors, an increase of 61.5%; international visitors reached 1.9 million. Tourism revenue reached VND 13,200 billion, an increase of 55%, thanks to a series of events within the framework of the National Tourism Year. Industry and construction increased by approximately 14.5% thanks to increased production of some key products and new projects coming into operation.

Entering 2026, the City Party Committee aims for a GRDP growth rate of 10% or higher; GRDP per capita reaching 3,500 - 3,600 USD. The economic structure will continue to shift towards services, striving for this sector to account for approximately 49 - 50%. Investment capital implemented in the area will increase by 10 - 11%; and 1,700 - 2,000 new Party members will be admitted.

Public investment capital in 2026 is projected to reach VND 5,620.8 billion; of which, local budget capital will reach VND 4,554.8 billion. The projected budget revenue for 2026 is VND 15,855.6 billion, an increase of 24.4% compared to the 2025 projection.

By 2026, the city will effectively implement six key programs focusing on urban development; industry; tourism and services; science and technology and digital transformation; private sector development; and high-quality human resources.

According to Chairman of the City People's Committee Nguyen Khac Toan, in 2026, many solutions will be implemented simultaneously: implementing the Resolution of the 17th City Party Congress and the Conclusion of the Politburo on continuing to implement Resolution 54; comprehensively reviewing and adjusting planning towards a heritage city - a green city - a smart city.

“The city will resolutely disburse 100% of public investment capital, strengthen the management of public assets after the restructuring of the administrative apparatus, and continue to improve the two-tiered local government model. Along with that, we will focus on restructuring the economy in conjunction with innovating the growth model; improving the investment environment; attracting resources to develop socio-economic infrastructure and upgrading urban standards. This is an important foundation for the city to aim for sustainable growth in 2026 and the following years,” informed Chairman of the City People's Committee Nguyen Khac Toan.

Many suggestions for socio-economic development.

At the 3rd City Party Committee Conference, delegates engaged in lively discussions and contributed many important ideas related to the socio-economic development tasks for 2026 and the 2026-2030 period.

Many delegates requested clarification on the reasons for the slow pace of economic restructuring, especially in the industrial sector; the obstacles in land clearance progress, particularly in the southern part of the city; the issue of business dissolution; and the slow pace of repairing damage caused by storms and floods to small-scale agricultural production facilities. Some opinions also highlighted difficulties in implementing the two-tiered local government model, such as connectivity infrastructure, coordination mechanisms, decentralization, and working resources.

Regarding the targets for 2026, many delegates believed that the basic goals were appropriate, but some targets needed adjustment to be more feasible. Some opinions suggested reviewing the per capita GRDP growth rate, the target for Party member development, the target for schools meeting national standards, and budget revenue. In particular, there was a proposal to raise the budget revenue target to 16,800 - 17,200 billion VND to meet the resource needs for key projects.

Delegates offered suggestions on solutions for socio-economic development.

Regarding tasks and solutions for 2026, delegates suggested the need to promptly issue specific coordination mechanisms between agencies; review and transparently handle land funds, offices, and public assets after organizational restructuring; and invest in information technology infrastructure and public administrative service centers at the commune level.

Delegates proposed solutions to increase revenue, leveraging the specific policies of Resolution 38; focusing investment on transportation infrastructure, agricultural infrastructure, industrial zones, and resettlement areas. Many also suggested urgently adjusting the city's master plan, resolving delayed projects, developing a culinary capital and ao dai (traditional Vietnamese dress) production area, supporting mountainous and coastal regions, and increasing the rate of access to clean water.

Determined to create a breakthrough.

In his closing remarks at the conference, Central Committee member and City Party Secretary Nguyen Dinh Trung emphasized that the Resolution of the City Party Congress for the 2025-2030 term is the culmination of the wisdom and aspirations for development of the City Party Committee and all the people of Hue; it sets the goal of developing Hue into a green, smart, and culturally rich city with double-digit economic growth targets. This is an extremely challenging task; therefore, the City People's Committee, departments, agencies, and localities must closely adhere to the growth scenario, focus on reviewing the directives from the Central Government and the City Party Committee to organize decisive and synchronized implementation with many specific solutions, paying attention to resolving difficulties and obstacles, and demonstrating high determination and great effort to create breakthroughs from the beginning of the term to achieve the set goals and targets.

Urgently review and adjust the Hue City Planning for the period 2021-2030, with a vision to 2050; the city's master urban plan to 2045, with a vision to 2065; and related plans, ensuring consistency and alignment with the city's development orientation towards a heritage city, a green city, and a smart city, and complete this before December 31, 2025. Accelerate the progress of land clearance, compensation, and resettlement support; resolve difficulties and obstacles, especially for key projects.

Continue restructuring budget revenue and expenditure, improving the efficiency of budget management, allocation, and utilization; prioritize development investment spending, especially on key, important, and urgent projects. Implement comprehensive measures to manage taxes, combat tax evasion, tax avoidance, and tax arrears.

The City Party Secretary requested that Party committees at all levels uphold a high sense of responsibility, focusing on decisive, comprehensive, and synchronized leadership and direction to promptly address difficulties and obstacles in the socio-economic development of the locality. They should proactively anticipate and identify emerging issues early, promptly rectify shortcomings and limitations identified in the report; and at the same time, effectively coordinate between different levels and sectors in implementing tasks.

Directing the organization of activities celebrating the Party and the Lunar New Year in a practical, effective, and economical manner; caring for the lives of policy beneficiary families, union members, association members, and the people, especially poor households, near-poor households, disadvantaged households, and ethnic minority households, with the determination to "leave no one behind." Encouraging cadres, Party members, and the people to overcome difficulties and challenges with high spirit and determination to successfully achieve the goals, targets, and tasks of socio-economic development, national defense, and security in 2026.

“2026 marks the beginning of a new journey, the first year of implementing the Resolution of the 17th City Party Congress, and also the year of the 14th National Party Congress, as well as the elections for the National Assembly and People's Councils at all levels. It is a year of significant importance, creating a solid foundation and premise for successfully achieving the goals and targets of the entire term. Therefore, each comrade must uphold political determination, demonstrate the responsibility of a leader; be more decisive in directing and managing; be dynamic and creative in carrying out tasks; and create new momentum to successfully complete the set goals and tasks,” City Party Secretary Nguyen Dinh Trung requested.
