Spreading the emulation movement to build new rural areas in Hoa Son commune

Coming to Hoa Son commune these days, one can clearly feel the changes in the appearance of the new rural commune. The village and hamlet roads have been widened, paved with clean asphalt and concrete. The roads that were previously dusty and muddy in the sun and rain are now spacious and clean. This is the result of the movement of donating land to expand traffic routes that has been spreading strongly in the commune.

Sharing about this change, Ms. H'Nai Kao in Plum village said: "Since the implementation of the new rural construction movement, people in the village have actively supported and agreed to donate land to build roads. At the same time, I also advise my children and grandchildren to take care of economic development and increase income. Especially change living habits, especially in raising livestock to protect the surrounding environment."

People in villages in Hoa Son commune also contributed labor and money to build cultural houses with the State. Currently, 100% of villages and hamlets in the area have cultural houses, fully equipped, ensuring good service for the community activities of the people.

It is known that, in order for people to join the movement together, the commune has built a very specific and detailed plan, propagated it in many forms; sought the support and response of prestigious people in the village and hamlet to mobilize households to clearly understand that they are the beneficiaries, thereby being willing to sacrifice personal interests to donate land and contribute labor.

In addition, identifying democracy as an important factor, before implementing the tasks, the villages and hamlets organized meetings for people to discuss and reach an agreement. After many meetings to mobilize and explain, consensus and positive response from the whole population was created. Not only did they donate land, many households also contributed materials, working days, and were willing to cut down trees and demolish their family's fences to widen the roads. In particular, there were households in difficult circumstances who still proactively asked to donate land to build roads for the common purpose of building an increasingly innovative and prosperous locality.

In order for the National Target Program on New Rural Construction to achieve results, Hoa Son commune has directed and urged the village and hamlet self-management boards to develop plans to implement the New Rural Construction programs in their units.

Implementing the new rural construction work in the period of 2021 - 2025 and the implementation plan for 2030, in 5 years, Hoa Son commune has mobilized people to contribute nearly 2 billion VND in cash, donated 7,382 ^m2 of production land, contributed 4,151 working days to dredging intra-field canals, cleaning the environment, building electric lines for lighting, building gates and fences for cultural houses, community activities, repairing a number of rural roads, purchasing facilities for villages and hamlets.

The rural appearance of Hoa Son commune is improving day by day thanks to the National Target Program on New Rural Construction.

In the first 9 months of 2025 alone, the People's Committee of the commune has promoted the mobilization of 264 million VND and working days to repair and upgrade a number of small-scale projects in hamlets and villages such as: renovating village roads, building lighting lines along provincial roads, as well as rural roads among the people.

After the administrative unit arrangement, Hoa Son commune has only achieved 13/19 new rural criteria, with 6 criteria not yet achieved, including: Criterion No. 6 on cultural facilities, Criterion No. 9 on residential housing, Criterion No. 10 on income, Criterion No. 11 on multidimensional poverty. Therefore, Hoa Son commune determined that continuing to deploy and spread the emulation movement to build new rural areas in the area plays a very important role in the process of implementing the National Target Program on building new rural areas.

According to Chairman of Hoa Son Commune People's Committee Huynh Viet Trung, in the coming time, the commune will continue to strengthen leadership and organize emulation movements, including the emulation movement to build new rural areas to successfully implement the targets and tasks of socio-economic development, national defense and security of the commune.

At the same time, focus on innovating the forms, contents and measures of organizing emulation movements to suit the actual situation of the locality and ensure compliance with State regulations. In addition, regularly monitor, inspect and urge the good implementation of emulation movements, correctly evaluate the effectiveness of the work of collectives and individuals to consider fair and objective rewards, and encourage emulation movements.
