Provincial Party Secretary Luong Nguyen Minh Triet inspected the Khanh Hoa - Buon Ma Thuot expressway and the eastern bypass.

On the morning of December 6, the Provincial People's Committee organized a working group to conduct a field inspection to assess the construction progress of Component Project 3 of the Khanh Hoa - Buon Ma Thuot Expressway Project Phase 1 and the Ho Chi Minh Road Construction Investment Project, the Eastern bypass of Buon Ma Thuot City (Eastern bypass).

The delegation included alternate member of the Party Central Committee, Secretary of the Provincial Party Committee Luong Nguyen Minh Triet; Vice Chairman of the Provincial People's Committee Truong Cong Thai, and representatives of leaders of relevant departments, branches, units and localities.

Provincial Party Secretary Luong Nguyen Minh Triet and the working delegation listened to a report on the implementation of Component Project 3.

Reporting to the working delegation, the Management Board of Investment Projects for Construction of Traffic Works and Rural Development of Dak Lak Province (Board A - Investor) said that the construction of Component Project 3 has achieved remarkable results.

Currently, the Site Clearance work for the main route has been 100% completed, however, the branch route items still face local difficulties such as some sections through Vu Bon commune and Ea Knuec commune.

The working group inspected the field at the intersection at the beginning of the Eastern bypass of Buon Ma Thuot.

In terms of implementation value, the project has reached 3,526.55/4,236.98 billion VND, equivalent to 82.13% of the contract value, 16.17% behind schedule, equivalent to about 694.32 billion VND.

Based on the current progress and the ability to complete the remaining items, the investor has proposed the project completion date on December 19, 2025, specifically: technical traffic opening of 48.09 km of the entire route, acceptance of completion and expected operation of 21 km/48.09 km.

For the Eastern bypass, the total value of the project's output to date is over 929.6 billion VND (reaching 97.94%). The remaining unimplemented volume is about 15 billion, specifically: road surface within the scope of the 2 intersections at the beginning and end of the route; road surface within the scope of residential intersections and traffic safety systems.

According to the investor, in addition to local problems in site clearance, from September to the end of November 2025, the project implementation area experienced many prolonged rains, which greatly affected the construction progress. Some construction items were seriously interrupted, especially the asphalt concrete paving work and the completion of the drainage system, greatly affecting the overall progress of the project.

Construction of the Eastern bypass of Buon Ma Thuot.

After listening to the report and conducting a field inspection, Provincial Party Secretary Luong Nguyen Minh Triet requested the Provincial People's Committee leaders to assign clear responsibilities to each relevant department and branch to speed up the progress of administrative procedures, focusing on the handover and transfer of public assets for completed landfills. At the same time, he requested the People's Committees of communes with landfills to closely coordinate with investors to receive, manage and use land funds after dumping in accordance with legal regulations.

Regarding local problems in site clearance work in localities where the project passes through, the Provincial Party Secretary requested to continue promoting propaganda and mobilizing households to hand over the site as soon as possible so as not to affect the overall progress of the project.

Along with the mechanism removal, the Provincial Party Secretary requested the investor (Board A) to strengthen inspection, supervision and urging of construction contractors. It is necessary to take full advantage of favorable weather to concentrate resources on completing unfinished items. Especially important technical works such as paving asphalt concrete roads and completing the traffic safety system, in order to strive to put the projects into operation according to the set plan.
