Timely interest rate reduction
According to Mr. Ho Dac Thich - Director of the Provincial People's Credit Fund, implementing Decision No. 2553 dated November 21, 2025 of the Prime Minister on adjusting lending interest rates for policy credit programs at the People's Credit Fund, the branch has urgently reviewed and applied new interest rates from December 1, 2025. Accordingly, 19 credit programs from central capital sources have had their interest rates adjusted down. Specifically, lending to poor households, students and pupils has decreased from 6.6%/year to 6.24%/year; production and business households in difficult areas and traders in difficult areas has decreased from 9%/year to 7.8%/year; clean water and rural environmental sanitation has decreased from 9%/year to 8.4%/year; near-poor households has decreased from 7.92%/year to 7.488%/year; The rate of newly escaped poverty households decreased from 8.25%/year to 7.8%/year. Not only programs from central capital sources, the Provincial Social Policy Bank also advised the Provincial People's Committee to adjust the corresponding interest rates for programs from locally managed capital sources, ensuring synchronous and timely support for people.

At the same time, the branch also quickly implemented Resolution No. 380, dated November 25, 2025 of the Government on solutions to overcome the consequences of natural disasters in the Central region. According to this resolution, all customers borrowing from the Social Policy Bank will have their interest rates reduced by 2%/year from October 1, 2025 to December 31, 2025. In the province, more than 195,000 customers with more than 252,000 loans will have their interest rates adjusted down according to this special policy when there is a decision by the Prime Minister.
More than 14,400 households need loans
On the morning of December 2, officers from the Dien Khanh Social Policy Bank Transaction Office came to Le Thi Hong Thu's house (village 1, Dien Dien commune) to check and count the damage after the flood. Thu's family borrowed 80 million VND under the loan program for near-poor households to grow mango, coconut and coriander. However, the recent flood has caused severe damage to her family's crop area. "In addition to worries about life after the flood, my family is worried about where we will get money to pay the bank interest when the term comes. When I received notice that my loan interest rate has been reduced, I was less worried. Thanks to the State's policies and the bank's support, my family has more support to overcome this difficult time" - Thu shared.
Ms. Thu's story is one of thousands of loan customers facing difficulties after natural disasters. As soon as the flood receded, the provincial People's Credit Fund directed transaction offices to coordinate with the People's Committees at the commune level, socio- political organizations, and savings and loan groups to review 100% of affected borrowers. The inspection and verification were carried out urgently to prepare risk handling records according to regulations, including debt extension, debt freezing or debt cancellation for eligible cases. According to preliminary data, the whole province has more than 10,760 borrowers affected by floods with a total outstanding debt of more than 368.4 billion VND, including 2 customers who died in Dien Khanh and Cam Ranh.
Not only recording the damage, the provincial Social Policy Bank also counted the need for additional loans for people to reproduce after the flood. As a result, more than 14,400 households needed to borrow about 720 billion VND to restore crops, livestock and livelihood activities. Faced with this urgent need, the branch reported to the Central Social Policy Bank to request additional capital. Up to now, 120 billion VND of priority capital has been allocated to the province. Transaction offices are focusing on disbursing in a priority direction for areas and households that suffered heavy damage. Up to now, the provincial Social Policy Bank has disbursed more than 100 billion VND to 1,650 customers; at the same time, it continues to deploy loans in affected areas to help people quickly restore production and stabilize income.
