Training human resources based on technology.

On December 13, 2025, in Hanoi, within the framework of TECHFEST Vietnam 2025, the National Center for Startup and Innovation Support (Department of Startups and Technology Enterprises, Ministry of Science and Technology) organized a workshop on international cooperation in training human resources based on technology platforms.

Overview of the Conference.

The workshop was attended by representatives from various organizations, including: the Ministry of Science and Technology , the Community in Techfest Vietnam 2025, Success Academy, Amity University (India), etc.

Speaking at the Human Resource Development Conference, Dr. Vu Viet Anh, Head of the Martech TECHFEST Vietnam Community, stated that Vietnam is facing a historic opportunity to break through in the digital transformation era, aiming to become a developed, high-income industrial nation by 2045. However, the biggest challenge lies in human resources themselves. Statistics show that over 70% of the current workforce is still unskilled labor, while the proportion of workers with formal training at the intermediate, college, and university levels remains modest. This leads to a "human resource pyramid" that is skewed compared to developed countries, where skilled and technical workers constitute the dominant workforce.

The gap between aspiration and capability is becoming increasingly apparent as cutting-edge technologies such as artificial intelligence, big data, semiconductors, high-tech agriculture , and logistics are all facing a severe shortage of high-quality human resources. While the demand for human resources is rapidly increasing in line with technological innovation, the domestic training system has not kept pace in terms of curriculum, methodology, and practical application of core technologies. Many graduates do not meet the practical requirements of businesses, forcing the labor market to "retrain" them, resulting in a waste of social resources.

Based on this situation, Dr. Vu Viet Anh emphasized that Vietnam cannot rely solely on its internal resources but needs to strengthen international cooperation in human resource training. Accessing advanced training standards, modern practice environments, and global knowledge is the shortest path to narrowing the gap between development aspirations and actual capabilities. This is also an essential requirement to realize the Party's strategic resolutions on the development of science , technology, innovation, and high-quality human resources, making Vietnamese people the central driving force of the era of progress.

Mr. Do Nguyen Hung, Head of the Edtech Community, Deputy Secretary General of the Vietnam Automation Association.

From the perspective of a professional social organization, Mr. Do Nguyen Hung, Head of the Edtech Community and Deputy Secretary General of the Vietnam Automation Association, stated that professional associations play a particularly important role in developing human resources for innovative startups, acting as a key bridge between policy, market, and expert teams.

In the context of implementing the Party and Government's major resolutions on science, technology, and innovation by 2030, professional associations should not only remain at the level of grassroots movements but also shift strongly towards a "professional association" model, with data, standards, and social responsibility. Leveraging their advantage of gathering leading experts, scientists, businesses, and engineers, these associations have the capacity to deeply participate in developing professional standards, competency frameworks, and skill standards for entrepreneurial workforce in various fields such as digital technology, automation, fintech, agritech, medtech, etc.

Furthermore, associations are expected to act as "standard-keepers," participating in training, mentoring, and evaluating the capabilities of founding teams, while connecting startups with the market, investors, and the innovation ecosystem. Building a network of mentors, annual training programs, and soft infrastructure for the workforce ecosystem are considered key factors in improving the quality of startups, reducing risks, and increasing sustainability.

Mr. Do Nguyen Hung also emphasized the role of professional associations in policy critique, through providing practical data, participating in independent consultations, and contributing to the improvement of mechanisms supporting innovation-based startups. Through this, associations not only "teach skills" but also contribute to the formation of a healthy startup culture, linking innovation with professional ethics and social responsibility, creating a solid foundation for the development of Vietnam's startup workforce in the new era.

Regarding international experience in this area, Mr. Ojasvi Babber, Director of the Amity Innovation Incubator (Amity University, India), shared: At Amity University, the startup incubator model is implemented with many teachers acting as both knowledge transmitters and mentors for startups in various fields. Amity University also invests in infrastructure with modern laboratories, meeting rooms, and programming facilities; and develops the necessary technology platforms (apps, technological devices) for the incubator, connecting it with startup businesses. This is accompanied by support services including legal, technical, and media support, as well as training programs in fields such as Edtech, Fintech, and Medtech.

Seminar "International Cooperation in Human Resource Training Based on Technology".

During the panel discussion on "International Cooperation in Human Resource Training Based on Technology," participants exchanged and discussed several key solutions for orienting and developing human resources in the future, such as strengthening connections between universities, businesses, and startup support organizations; raising awareness of the role of creative human resources in the knowledge economy; and developing a startup human resource ecosystem, with a focus on building and adapting to a startup culture…

At the workshop, delegates heard presentations and announcements about the "DreamSeed Fund" scholarship fund; and witnessed signing ceremonies for cooperation in human resource development based on technology, such as: the signing ceremony between the Success Academy - Vietnam Innovation Hub - Amity University; and between the Beauty Technology Community and related partners.
