Hanoi presents 'mega-project' worth 855 trillion VND along the Red River.

The Hanoi People's Committee has submitted a proposal to the Hanoi People's Council for preliminary approval of the investment policy for the Red River Scenic Boulevard Project in Hanoi and the initial independent sub-project to facilitate the commencement of the project.

The proposal indicates that the research area for the Red River scenic boulevard project covers approximately 11,000 hectares, including an 80 km long main boulevard; approximately 3,300 hectares of landscaped parks and recreational areas; and approximately 2,100 hectares for urban development.

The proposed investment project for the Red River scenic boulevard axis comprises four independent component projects.

The project comprises four independent sub-projects. Sub-project 1 (left bank of the Red River) includes a major traffic artery on the left bank; a landscaped park and recreational area; and land clearance for urban development.

Component Project 2 (right bank of the Red River) includes a major traffic boulevard; a landscaped park and recreational area; and land clearance for urban development. This includes the Phu Thuong Park project, covering an area of ​​2 hectares, with an initial estimated capital of approximately 670 billion VND (an independent sub-project initially) to facilitate its commencement.

Component project 3 is an underground metro line along the right bank of the Red River, approximately 45 km long, aiming to connect with the city's urban rail system.

Component Project 4 is a resettlement urban area, implemented on-site (in the form of high-rise apartment buildings) within the scope of the investment project and may also be implemented on reciprocal land plots used to compensate the investor (in the form of low-rise housing and high-rise apartment buildings).

Hanoi City authorities stated that the project site is located along the Red River, from Hong Ha Bridge to Me So Bridge, within the boundaries of 19 communes and wards.

The right bank of the Red River passes through 12 communes and wards: O Dien, Thuong Cat, Dong Ngac, Phu Thuong, Hong Ha, Vinh Tuy, Vinh Hung, Linh Nam, Hoang Mai, Thanh Tri, Nam Phu, and Hong Van; the left bank of the Red River passes through 7 communes and wards: Me Linh, Thien Loc, Vinh Thanh, Dong Anh, Bo De, Long Bien, and Bat Trang.

According to the Hanoi People's Committee, the total investment for the project is approximately 855,000 billion VND; the project is expected to be completed in 2030.

To make the payment, Hanoi has identified land in urban areas within the scope of the overall investment project for the Red River scenic boulevard and the resettlement urban area in component project 4.

This will be specifically determined during the subsequent implementation process, ensuring compliance with the regulations in Government Decree No. 257/2025/ND-CP dated October 8, 2025, which details the implementation of projects using project-based contracts with specific contract types.

Impact on 200,000 people

Regarding the project's impact on socio-economic development, Hanoi City stated that Resolution No. 30-NQ/TW dated November 23, 2022, of the Politburo identified one of the main tasks and solutions as developing urban areas on both banks of the Red River to meet the requirements of flood control, disaster prevention and control, and efficient exploitation and use of space and land resources.

In addition, the concluding statement and directives from the General Secretary at the meetings with the Hanoi City Party Committee included the following instruction: "Focus on planning on both banks of the Red River; prioritize construction and create a stronger breakthrough in a synchronous, smart, and modern infrastructure system with high connectivity, with the development orientation of the Red River axis as a new symbol of the capital's development in the new era."

Hanoi City authorities stated that the project, once completed, will transform the urban landscape on both sides of the Red River, becoming a cultural, economic, ecological space and a symbol of Hanoi.

According to preliminary estimates, the project will affect approximately 200,000 people, some of whom will be partially relocated within the project area.

According to the Hanoi People's Committee, the implementation of the Red River Scenic Boulevard Construction Project aims to develop and complete the transportation infrastructure system, promote urban development along both banks of the river, and create a vibrant urban space along the Red River.

According to the session agenda, on the morning of December 14th, the Hanoi City People's Council will consider a proposal from the Hanoi City People's Committee.
