"The Miracle of the Red River" for generations to come.

On the morning of December 14th, at its twenty-ninth session, the Hanoi City People's Council approved the investment plan for the construction of the Red River Scenic Boulevard in the city. This is a strategic turning point aimed at realizing the aspiration of developing the capital city to "face the river" and create a "Red River Miracle".

Realizing the aspiration of a "city on both sides of the river".

Presenting Report No. 471/TTr-UBND on behalf of the Hanoi People's Committee regarding the approval of the investment policy for the Red River Landscape Boulevard Project in Hanoi and the initial independent sub-project serving the commencement of the project, Standing Committee member of the City Party Committee and Permanent Vice Chairman of the Hanoi People's Committee, Duong Duc Tuan, stated that the Red River Landscape Boulevard Project is considered a strategic turning point, realizing the aspiration to develop the capital city "facing the river" and creating a "Red River Miracle".

According to Comrade Duong Duc Tuan, promoting the Red River Landscape Boulevard Investment Project is an urgent task aimed at resolving a historical paradox in the development of the capital city. The Red River has long been identified as a vital artery playing a special and irreplaceable role in the development of Hanoi. However, due to the need for flood control, the dike system along both banks of the river, while necessary, has inadvertently created a separation between the Red River and the city's development space. Therefore, the transportation infrastructure along both banks of the river remains inadequate and unsynchronized.

In light of this situation, Resolution No. 15-NQ/TƯ dated May 5, 2022, of the Politburo clearly defined the task of investing in and developing a harmonious urban area on both sides of the Red River. The Prime Minister also approved the Capital City Planning, identifying a breakthrough strategy in organizing urban space along the river. In particular, the project is also consistent with the strategic direction for the development of the Capital City, which General Secretary To Lam has agreed to in principle for research.

According to the Standing Vice Chairman of the Hanoi People's Committee, Duong Duc Tuan, the Landscape Boulevard project is a strategic solution to overcome this separation, transforming the Red River not only into a flood control route but also a harmonious, synchronized, and sustainable urban development axis, in line with the Politburo 's directives.

According to the Hanoi People's Committee's proposal, the Red River Landscape Boulevard project has a preliminary total investment of up to 855,000 billion VND, expected to be completed in 2030. The research scope is vast, covering approximately 11,000 hectares, stretching from Hong Ha Bridge to Me So Bridge, passing through the administrative boundaries of 19 communes and wards in Hanoi.

The project is structured into several independent components to create comprehensive synergy, including: developing a major transportation artery approximately 80 km long along both the left and right banks of the Red River; creating a landscaped park and recreational area of ​​approximately 3,300 hectares; and carrying out land clearance for urban reconstruction on an area of ​​approximately 2,100 hectares.

Notably, the project also includes investment in an underground Metro line along the right bank of the Red River, approximately 45km long, aiming for seamless connection with the city's urban rail system. Simultaneously, the resettlement urban area will be developed either on-site (in the form of high-rise apartment buildings) or on reciprocal land plots to compensate the investor.

To facilitate early commencement of construction, the Hanoi City People's Committee also proposed the approval of an initial independent sub-project: the investment in the construction of a public park in Phu Thuong ward, with a scale of approximately 2 hectares and a preliminary investment capital of 670 billion VND.

According to the City People's Committee's proposal, the project will carry out extensive and thorough urban reconstruction, with preliminary estimates indicating an impact on approximately 200,000 people. The city commits to partially relocating affected households in situ. The selection of investors will be carried out according to a special mechanism stipulated by the National Assembly and the City People's Council. The City People's Committee affirms that this is a large, important, and urgent investment project, receiving close attention and guidance from the Central Government and the Government.

Researching resettlement and livelihood options for the people.

Speaking at the session, delegate Trinh Xuan Quang expressed his excitement and pride in participating in the discussion of a topic of particular importance to the development of the capital city. The idea of ​​building a large, modern city on both sides of the Red River originated during the French colonial period and has continued to be considered in many stages of the capital's development, especially when Hanoi oriented its development focus towards the north of the Red River. This has been a long-standing aspiration of many generations of Hanoi's leaders and people. The fact that the City People's Council is considering and deciding on the investment policy for this project shows that this aspiration is now on the verge of realization.

Expressing his full support for the city's strong determination to commence the project on December 19th, delegate Trinh Xuan Quang simultaneously requested the City People's Council to pay special attention to the feasibility of the implementation process. Preliminary surveys indicate that tens of thousands of households will be affected by the project. Therefore, the city needs a satisfactory resettlement policy, ensuring that residents have new homes with better living conditions than their previous ones; and attention should be paid to projects of small investors that are being affected by the project's implementation.

The delegates proposed that the City People's Committee conduct a comprehensive study of underground transportation planning and a system of bridges and ports along the Red River with a long-term, modern vision; while also focusing on preserving historical relics and traditional craft villages such as Bat Trang pottery, flowers and ornamental plants, and rattan weaving, linking them with tourism development and creative spaces.

Representative Nguyen Tien Minh also stated that a large number of people are affected by the project's implementation. However, voters and the public have expressed their agreement, support, and pride in the city's decisive leadership and attention in utilizing domestic resources to invest in the construction of large-scale projects.

Emphasizing the cultural and historical significance in the design of projects, delegates proposed that the city direct the effective utilization of projects after investment; pay attention to arranging job retraining for affected people, and expand industrial clusters and traditional craft villages to create sustainable livelihoods.

Delegates proposed that the city require investors to focus on designing urban areas along both sides of the Red River that reflect Vietnamese cultural identity through traditional motifs and patterns; and to plan urban areas linked to cultural and culinary development. At the same time, attention should be paid to developing waterway tourism along the Red River, organizing traffic in a grid pattern, and focusing on developing transportation routes along the riverbanks to facilitate residents and tourists enjoying the scenery on both sides of the river.

Representative Pham Dinh Doan also stated that the Red River Landscape Boulevard project is a project of long-term strategic significance, requiring a systematic, scientific approach and a strategic vision.

To ensure the quality and sustainable value of the project, the city needs to boldly invite reputable and experienced experts; even consider hiring foreign designers to access advanced planning concepts. Good planning from the outset is crucial for mega-projects to leave a valuable legacy for future generations.

Representative Pham Dinh Doan also emphasized the need to select investors with sufficient financial capacity, experience, and responsibility to ensure that the project can be implemented to completion, avoiding unfinished projects or those requiring multiple adjustments, which would waste social resources.

From the perspective of the overall development of the capital city, delegates argued that Hanoi is currently facing five major bottlenecks. Therefore, these two key projects also require addressing these bottlenecks simultaneously, improving the quality of life for residents, and creating an urban landscape befitting Hanoi's status as the capital city in this new development phase.
