In the context of increasingly fierce competition among localities to attract investment, building a transparent, stable, and friendly investment environment has become a key factor in retaining and attracting businesses. The province has identified significantly improving the investment environment as a top priority, linked to the goal of promoting rapid and sustainable socio-economic development. The proactive approach, listening to businesses, and promptly addressing obstacles in the past have brought about noticeable changes.

Frankly identify and remove the "bottlenecks".

Through a review by relevant departments and agencies, 58 businesses and investors reported difficulties related to land clearance, land and planning, investment procedures, infrastructure connection, tax policies, and labor recruitment. These are areas that directly impact the progress and effectiveness of project implementation, and therefore have been identified as priority areas for reform.

Based on that experience, the province has determined that improving the investment environment must begin with "unblocking" the mechanisms, enhancing the accountability of leaders, and strengthening coordination among state management agencies.

The spirit of reform continued to be demonstrated at the Q4/2025 Business Dialogue Conference held at the end of November. Provincial leaders and representatives from various departments and agencies directly engaged in dialogue, frankly answering each business proposal within their authority and addressing the issues directly.

With a proactive and highly responsible approach, the provincial People's Committee leadership, especially Chairman Tran Duy Dong, promptly directed and assigned clear tasks to each unit to proactively resolve the difficulties and obstacles faced by businesses. They also committed to specific timelines for handling these issues, demonstrating their solidarity and determination to support the business community. The province requested a review of all procedures related to investment, construction, and land; streamlining unnecessary intermediate steps; limiting the number of applications processed through multiple channels; and accelerating the investment in technical infrastructure to create favorable conditions for production and business activities.

Notably, many business proposals have been addressed according to the principle of "the right person - the right task - within the right timeframe," ranging from land valuation, certificate issuance, project expansion, tax refunds to traffic connections and handling violations of road corridors. This demonstrates an effort to shift from a "management" mindset to a "service" mindset, using business satisfaction as a measure of effectiveness.

Commitment to innovation - building a substantive and sustainable investment environment.

The Phu Tho Provincial government affirms its consistent stance: the success of investors is the success of the locality. The province is implementing a "one-stop shop - partnership - on time" model, promoting the digitalization of administrative procedures to reduce time and costs, and minimize legal risks for investors. At the same time, the province is closely coordinating with central ministries and agencies to ensure that businesses fully benefit from preferential policies regarding taxes, land, and infrastructure.

Administrative procedures in the investment and finance sector have been streamlined, standardized, and made public on the Public Service Portal, making it easy for businesses to access and implement them. The province also focuses on improving the quality of its staff, strengthening accountability, and resolutely handling cases that cause inconvenience to businesses; promoting digital transformation in handling administrative procedures; enhancing training and supplying high-quality human resources for industrial parks; and improving technical infrastructure, especially the connecting transportation system. In addition, the province supports businesses in accessing capital and fully implements tax exemption, reduction, and extension policies to create financial space for business development.

In November 2025 alone, the Provincial People's Committee and the Chairman of the Provincial People's Committee issued 44 directives on administrative procedure reform, focusing on strengthening inspection and monitoring of the progress of file processing, especially in areas with a high rate of overdue files such as land, and improving the rate of file digitization and the results of administrative procedure resolution.

Thanks to decisive solutions, the processing time for investment, finance, and land procedures has been significantly shortened; and business satisfaction has increased sharply. According to the assessment results of the Index for serving citizens and businesses in implementing administrative procedures and providing online public services, Phu Tho province is one of the localities ranked excellent, with 5 departments and 140 communes and wards receiving excellent ratings.

Thanks to this, the province's economy has achieved many outstanding results. In 2025, the province's economic growth rate is estimated to reach 10.52%, exceeding the set plan, surpassing the government's target, ranking first in the Northern Midlands and Mountains region, and among the top 4 provinces with the highest growth rates nationwide. As of November 20, 2025, the province has attracted approximately US$1.51 billion in FDI, equivalent to 203% compared to the same period and 142.6% of the 2025 growth target; domestic direct investment (DDI) is estimated at VND 63.6 trillion, nearly three times higher than the same period, reaching 71% of the 2025 target. The number of newly registered businesses increased significantly, with over 4,300 businesses registered, an increase of 84.5% compared to the same period, exceeding the growth target by 24.3%. Newly registered capital is estimated at 39.7 trillion VND, an increase of 46.3% compared to the same period last year, exceeding the growth target, and 925 businesses have resumed production and business activities, an increase of 28% compared to the same period last year.

With a proactive spirit, a determination to innovate, and a commitment to supporting businesses, Phu Tho is gradually asserting its position as a reliable, safe, and promising investment destination. The province aims not only to attract more high-quality projects but also to build a robust and sustainable investment and business ecosystem, with businesses at its center and as the driving force for development. The achievements of recent times clearly demonstrate Phu Tho's strong aspiration to rise in the process of integration and development.
