At its session on December 14th, the Hanoi City People's Council considered and approved particularly important resolutions aimed at transforming the face of the capital city in the new development phase. These included a resolution amending and supplementing certain provisions of Resolution No. 69/2025/NQ-HĐND dated November 27, 2025, of the Hanoi City People's Council, which stipulates policies on compensation, support, and resettlement when implementing urban renovation and beautification projects; and the renovation and reconstruction of apartment buildings in Hanoi.
The City People's Council approved the Olympic Sports Urban Area Planning, at a scale of 1/2000; approved the investment policy for the construction project of the Red River Landscape Boulevard in Hanoi; and passed a Resolution on the investment policy for the construction project of the Olympic Sports Urban Area.
The Olympic Sports Urban Area construction project in the south of Hanoi and the Red River Landscape Boulevard construction project will contribute to the development of the capital city, the Red River Delta region, and the entire country, aiming to create a "Red River Miracle"; serving the goal of achieving a GRDP growth rate of 11% or more in 2026 and throughout the 2026-2030 term; creating a new image for Hanoi as a "Cultural - Identity - Creative" metropolis, transforming into a creative, green, smart, and globally connected metropolis.

In her closing remarks at the session, Deputy Secretary of the Hanoi City Party Committee and Chairwoman of the Hanoi City People's Council, Phung Thi Hong Ha, stated that after two days of work, the city's People's Council delegates had approved nine resolutions with a very high rate of consensus.
Specifically, four resolutions were passed to concretize the contents of the National Assembly 's resolution recently adopted at the Tenth Session, including: Regulations on dossiers, conditions, procedures, and processes for implementing large and important projects in the capital city; and three resolutions approving the planning: the investment project for the Red River Landscape Boulevard; the investment project for the construction of the Olympic sports urban area in the south of the city; and the resolution approving the principle of establishing the Olympic sports urban area zoning plan, at a scale of 1/2,000.
Chairwoman of the Hanoi People's Council, Phung Thi Hong Ha, emphasized: "These projects demonstrate a new vision and a long-term perspective, promising to create a green, beautiful, and modern landscape for the capital city."

Furthermore, through two resolutions amending and supplementing certain contents of Resolution No. 69/2025/NQ-HĐND and Resolution No. 48/2025/NQ-HĐND of the Hanoi City People's Council in 2025, the aim is to immediately address remaining obstacles to socio-economic development, contributing to removing bottlenecks in the city's budget allocation, urban planning, and construction.
Chairwoman of the City People's Council, Phung Thi Hong Ha, affirmed that these important mechanisms, policies, and projects need to be implemented immediately and will have a profound impact, acting as a lever to promote socio-economic development, ensuring effective direction and management by all levels of government, and addressing pressing social issues in the city. Therefore, immediately after this session, the City People's Council requests the City People's Committee, all levels, sectors, localities, and units, according to their assigned functions and tasks, to develop specific plans and proactively organize implementation, ensuring that the resolutions of the City People's Council are implemented as soon as possible and quickly, so that the resolutions can be put into practice.
