According to Dr. Tran Huu Son, Director of the Institute for Applied Folklore Research, community tourism is a type of tourism that exploits the natural and cultural resources of a community, with the people themselves proactively developing, managing the products, and directly benefiting from them.
Community-based tourism development must be based on the principle of sustainability, with three pillars: environment, socio-cultural aspects, and economy . National cultural identity is the foundation for creating unique tourism products, including both tangible elements (cuisine, souvenirs) and intangible elements (festivals, cultural experiences).
Experience in the Thai, Tay, Dao, and Hmong regions shows that community-based tourism is successful when there is selective planning, avoiding mass development, and closely integrating the community, businesses, consultants, and management agencies. Accommodation, entertainment, experiences, and handicraft production services must be tailored to the needs of tourists, preserve culture, develop the economy, and contribute to sustainable poverty reduction.

Dr. Tran Huu Son affirmed that developing community-based tourism in ethnic minority areas is an important driving force for building new rural areas and contributing to poverty reduction. However, to develop community-based tourism effectively, localities must promote the cultural identity of ethnic groups to build unique tourism products suitable for each region. Community-based tourism development should not be a mass-market trend, but rather a sustainable, planned, and selective approach.
On the other hand, developing community-based tourism requires research to create attractive tourism products tailored to different types of tourists. These tourism products must have their own unique identity based on the tourism resources of each locality, avoiding the current situation of products being too similar to each other.
The northern mountainous region also needs to develop an effective community tourism development strategy with specific policies and mechanisms. It should emphasize the role of local people in management, enjoyment, and income generation. The focus should be on the interests of local people, paying attention to the carrying capacity of tourist destinations to avoid overcrowding, and not simply prioritizing the number of tourists to increase revenue.
