Ham Kiem commune was affected by two floods at the end of 2025, as several villages in the commune are located along the Ca Ty River and have several streams flowing through them. However, at the same time, Ham Kiem was exceeding its budget revenue targets. According to a report from the Ham Kiem Commune People's Committee, by the end of November 2025, the total budget revenue in the commune was over 53 billion VND, including taxes paid by small and medium-sized enterprises and accounted for in the state budget. From this, the estimated revenue for the whole year will exceed 54 billion VND, reaching 188% of the overall budget target for the entire commune. Of this, the commune's actual revenue according to the assigned target up to November 2025 reached nearly 9 billion VND, and the estimated revenue for the whole year will be almost 9.8 billion VND, reaching 258.51% of the plan.
Analysis of the situation shows that the year-end flooding was seen as a negative point in a year of significant changes. However, despite the merger, Ham Kiem commune presents many opportunities, leading to truly vibrant activities. This is why the commune has good revenue collection. Firstly, the commune has two large industrial parks (IPs) in the province, Ham Kiem 1 and Ham Kiem 2, which have been attracting investment, especially as the province focuses on improving infrastructure and increasing the occupancy rate of these IPs. 2025 will further highlight the advantages of this rural area transitioning to industry, with its proximity to the expressway. Furthermore, investors here are launching and expanding projects, such as the investor in Ham Kiem 2 Industrial Park infrastructure starting construction on a block of social housing for workers. The provincial decision to build a resettlement area for households affected by land clearance for the upcoming North-South high-speed railway project in the commune has contributed to the convergence of efforts here.

Looking back, 2025 saw positive changes in budget revenue, evidenced by various taxes. Notably, land and house registration fees reached nearly 6.4 billion VND, achieving 412.81% of the plan; personal income tax exceeded 27.6 billion VND, reaching 329%; and registration fees totaled 8.6 billion VND, reaching 198%…
According to the leaders of Ham Kiem commune, in addition to the achievements, there are still difficulties in handling and collecting outstanding tax debts from previous years, including some households that need to be considered for debt write-off. On the other hand, some business households have not paid attention to paying taxes through the tax department's application, so the tax payment situation is still slow and not on time on a monthly basis.
The fact that Ham Kiem's budget revenue in 2025 exceeded the projected target not only reflects the strong socio -economic development of this area but also serves as a basis for achieving the projected revenue of 51.5 billion VND in 2026. Accordingly, the commune has also proposed several solutions for the future. These include focusing on and accelerating the handling of outstanding tax debts in non-state enterprises, resolutely dealing with those with persistent tax arrears, especially individual business owners with high tax amounts and long-term debts. Furthermore, the commune will strengthen inspections of newly established businesses to be included in the tax collection records for the first six months of 2026, inspect guesthouses to promptly address issues and prevent tax evasion, and effectively utilize other revenue sources such as fees, charges, and budget revenue.
From the beginning of the year, under the leadership and guidance of the Party Committee and local authorities (Ham Cuong, Ham Kiem, and the former Muong Man communes), the communes have joined hands to implement the project.
Revenue collection efforts have been successful. Following the merger, the new administration has consistently focused on and encouraged revenue collection, resulting in overall state budget revenue in 2025 exceeding the targets set by higher authorities. Specifically, non-state enterprise tax revenue accounts for a large proportion of total revenue, and revenue collected in the first 11 months has already exceeded the targets set by higher authorities.
