Farmers in Yen Binh join forces to build a new rural area.

In the process of building new rural areas, farmers in Yen Binh commune are increasingly asserting their role as key players, from economic development and infrastructure construction to environmental preservation and cultural life in residential areas.

The people of Yen Binh commune are taking advantage of the water surface area to invest in developing aquaculture in a commercial direction, thereby increasing their income.

Yen Binh commune was established on July 1, 2025, based on the merger of Tan Huong, Dai Dong, Thinh Hung communes and the former Yen Binh town.

After the merger, the commune has a relatively large population, with the majority of the workforce engaged in agriculture . The entire commune currently has over 2,000 farmer association members, organized into 35 branches.

Prior to the merger, 2/3 of the communes had met the standards for new rural areas, 1 commune had met the standards for advanced new rural areas; and 10 out of 22 villages had achieved the status of model new rural villages. This is an important foundation for Yen Binh to continue implementing the new rural development program in an advanced and sustainable direction.

Immediately after consolidating the local government's organizational structure, the Yen Binh Commune Farmers' Association quickly stabilized its organization, strengthened its branch system, and effectively promoted its role in gathering and uniting members. Through branch meetings and grassroots propaganda, the association conveyed the Party and State's policies and guidelines on building new rural areas to the people in a concrete and easily understandable way, creating high consensus in the implementation process.

One of the highlights of Yen Binh farmers' participation in building new rural areas in recent years is the clear shift in their production mindset, considering the development of household economies as the foundation for improving the criteria of new rural areas.

From traditional farming methods, farmers are gradually shifting to commodity production, linking production along the value chain and connecting production with market demand. High-quality commercial rice production areas have been formed and expanded; many models of safe vegetable cultivation and aquaculture combined with livestock farming have been implemented and yielded clear economic benefits.

Recognizing that poverty reduction must be linked to sustainable livelihood development, the Farmers' Association of the commune has promoted the movement "Farmers competing in excellent production and business, uniting to help each other get rich and sustainably reduce poverty." This movement not only inspires a spirit of competitive labor and production among members but also spreads a spirit of mutual support, sharing experiences, and providing capital, seeds, and technical assistance to households facing difficulties.

Many agricultural economic models have emerged in the commune, generating stable incomes, with some models achieving hundreds of millions to billions of dong annually. These models not only help increase the income of farming households but also create local jobs for rural workers, contributing to reducing the commune's poverty rate to 2.27% and improving the living standards of the people.

Along with developing production, the Yen Binh Commune Farmers' Association has played a good role as a bridge, helping members access preferential capital sources. The Association closely cooperates with the Farmers' Support Fund, the Social Policy Bank, and the Agricultural and Rural Development Bank, creating conditions for members to borrow capital to invest in economic development.

Currently, the total capital of the Farmers' Support Fund in the area reaches nearly 9 billion VND, providing loans to over 200 households; the total outstanding debt of credit sources throughout the commune is over 150 billion VND, of which the Commune Farmers' Association is managing and guaranteeing loans for nearly 400 households with outstanding debt of over 22 billion VND.

Alongside financial support, emphasis is placed on the transfer of scientific and technical knowledge.

Ms. Hau Thi Hong, Chairwoman of the Yen Binh Commune Farmers' Association, stated: "Accompanying and supporting members in accessing capital, science and technology, and gradually changing their production mindset is a solution for farmers to effectively participate in the new rural development program, thereby contributing to the completion and improvement of sustainable criteria."

Over the years, the commune's Farmers' Association has collaborated with specialized departments to organize 22 training courses on cultivation techniques, livestock farming, disease prevention and control, rational fertilizer use, and has gradually guided farmers in adopting digital transformation in agricultural production. As a result, the farmers' production skills have improved significantly, and economic efficiency has become more apparent.

As economic conditions improved, farmers in Yen Binh became increasingly active in building new rural areas. Through the "National Solidarity Campaign for Building New Rural Areas and Civilized Urban Areas," farmer association members voluntarily donated over 3,200 m² of land, contributed more than 2,500 days of labor, dismantled many auxiliary structures, and contributed hundreds of millions of VND to build roads, irrigation canals, cultural centers, schools, and rural lighting systems in the spirit of "the State and the People working together."

In addition to participating in infrastructure development, farmers in Yen Binh are also actively protecting the environment and maintaining security and order at the grassroots level. Movements such as "Saturday with the People," "Farmers' Self-Managed Road Sections," "Say No to Plastic Waste," and the construction of flower-lined roads and illuminated rural roads are regularly maintained, contributing to the formation of a civilized lifestyle and a bright, green, clean, and beautiful rural environment. Self-governing and mediation groups, in which farmers participate, operate effectively, helping to resolve minor conflicts promptly at the grassroots level.

Despite the achievements, the process of building new rural areas in Yen Binh still faces some difficulties, such as: some people are still hesitant to embrace innovation; the application of science and technology and digital transformation is not uniform; there are not many models of production linkages along the value chain; and the market for agricultural products is sometimes unstable. However, with the consensus of the people and the core role of the Farmers' Association of the commune, these difficulties are being gradually overcome.

Emphasizing the future direction, Ms. Hau Thi Hong, Chairwoman of the Yen Binh Commune Farmers' Association, stated: Building new rural areas is a long-term process requiring the regular and voluntary participation of the people. When farmers are truly the main actors, directly participating in everything from economic development to infrastructure construction, environmental preservation, and cultural life, then the criteria for new rural areas will be maintained and sustainably improved.

Through emulation movements in labor and production, sustainable poverty reduction, and joint efforts in building rural infrastructure, the appearance of Yen Binh villages has gradually changed, and the material and spiritual lives of the people have been continuously improved.
