Many teachers at Pham Van Dong High School (Bac Nha Trang ward) and Tran Quy Cap High School (Dong Ninh Hoa ward) have complained to Tuoi Tre Online about the delay by the Khanh Hoa Department of Education and Training, stating that they have yet to receive guidance on the process of considering promotions to higher professional ranks.
Qualified teachers have not yet been promoted.
According to feedback, teachers say that although they have met the criteria for promotion, they have not yet received notification from the Khanh Hoa Department of Education and Training, which is affecting their morale and motivation to strive in their profession.
Teachers from various schools said that the Khanh Hoa Department of Education and Training had previously issued a document regarding the implementation of professional title appointments and salary classifications for teachers in general education institutions.
It clearly states that a consolidated report must be submitted to the personnel department no later than July 12, 2024, for forwarding to the Department of Interior Affairs for review.
However, more than a year has passed and the department has still not implemented the appointment of professional titles for teacher salary adjustments (promotion consideration).
In addition, teachers said that according to the draft Circular 5711 dated September 18, 2025, of the Ministry of Education and Training , there are regulations on converting teacher ranks into new professional titles.
"This leads to the risk of salary disadvantages for us teachers because teachers who would have been eligible for promotion under the old regulations are only being appointed to the position of high school teacher," one teacher shared.
Delays due to departmental reorganization.
Regarding this issue, on December 11-12, representatives from the Khanh Hoa Department of Education and Training stated that the education sector had conducted a review of the job position plan and the structure of professional titles in educational institutions to provide a basis before organizing the promotion of professional titles in each unit.
However, due to focusing on the restructuring of departments and agencies (March 2025) and the restructuring of the two-tiered government apparatus (July 2025), the department has not yet been able to organize the professional title promotion examination for teachers as prescribed.
"Currently, the Department of Education and Training has compiled statistics on the structure of professional titles for teachers at all levels, reported to the Ministry as required, and is drafting a document guiding the organization of the promotion examination for teachers' professional titles," a representative from the department shared.
The Khanh Hoa Department of Education and Training also stated that if the draft Law on Public Employees (amended) is passed by the National Assembly, teachers will receive salaries, bonuses, and other income based on the output and work efficiency of the position they hold.
This not only does not affect the rights of teachers but also helps to encourage them to enhance their responsibility in their professional activities to achieve the products and effectiveness of the job positions they hold.
