The above content is included in the Resolution on some specific and outstanding mechanisms and policies to create breakthroughs in education and training development, which was recently passed by the National Assembly and will take effect from January 1, 2026.
The National Assembly stipulates that preferential allowances for vocational training will be implemented according to a roadmap prescribed by the Government for public preschool and general education institutions, with a minimum rate of 70% for teachers and a minimum rate of 30% for staff.
For teachers working in areas with particularly difficult socio -economic conditions, ethnic minority areas, border regions, and islands, the allowance is 100%.
Vocational and higher education institutions have the autonomy to determine the additional income for teachers, staff, and employees from legitimate sources of revenue outside the state budget that are retained according to the law, in accordance with internal spending regulations and the unit's performance.
According to the resolution, the director of the Department of Education and Training is authorized to recruit, appoint, and manage teachers, administrators, and staff of public preschools, primary and secondary schools, continuing education centers, special schools, and vocational high schools within the province.
The commune-level chairman has the authority to reassign, transfer, second, appoint, dismiss, and change the job positions of teachers, administrators, and staff of public schools under their management.
Vocational and higher education institutions have the autonomy to determine job positions, recruit, and sign labor contracts with foreign experts and scientists with doctoral degrees, as well as Vietnamese citizens residing abroad, in accordance with their internal regulations.
These units decide and take responsibility for recruiting and verifying the eligibility of foreign experts and scientists for work permit exemptions for a period not exceeding 3 years to carry out teaching and scientific research.
Currently, there are over 1.05 million preschool and primary school teachers nationwide who receive salaries from the state budget. Salaries range from 4.9 to 15.87 million VND per month, depending on the educational level. After adding allowances, total income is approximately 6.6 to 30 million VND per month.
