In alley 10 Nguyen Khuyen street, every evening is the time for the environmental sanitation company to collect garbage. Every time the bell rings twice, the households in the alley take turns bringing their garbage to the alley entrance and putting it in the collection truck. This activity has been going on for nearly 2 months and is becoming a familiar routine for the people.
Mr. Pham Truong Khoa, a resident in the alley, said: “Because the alley is small, garbage trucks cannot enter, so people often leave their garbage at the beginning of the alley waiting for the garbage truck to come and pick it up. Since the area has a bell at the beginning of the alley, the garbage collector just needs to ring the bell, and when people hear it, they immediately take out the garbage. There is no longer a situation of garbage piling up at the beginning of the alley like before. The alley is cleaner and more beautiful, everyone is happy.”
On the wall at the beginning of alley 10 Nguyen Khuyen street, there is an electric bell, next to it are 2 boards with the words "Urban bell model" and the rules of use: ring the bell 2 times when collecting household garbage, ring the bell 3 times when detecting a thief, ring the bell continuously when there is a fire. The bell system has electric wires running throughout the alley, enough for people to hear. Above the bell is a camera to monitor those who ring the bell without permission, and at the same time to check the environmental sanitation situation, manage security and order, and prevent fire incidents. The model not only improves the quality of the environment and urban beauty but also contributes to maintaining stability and security and order in the area.
According to Mr. Le Phuoc Tai, Secretary, Head of Area 3 (An Cu), Ninh Kieu Ward, the "Urban Bell" model has been implemented since 2024. The first alley to implement this model is alley 11 on Truong Dinh Street, then expanded to alley 16 and alley 32 on De Tham Street, alley 18 on Hoa Binh Street extending to alley 71/3 on Ngo Quyen Street, most recently alley 10 on Nguyen Khuyen Street. Funding comes from socialized sources. The location of the bell is assigned to the Head of the self-managed residential group and the household near the bell installation to manage it together; the local branches and organizations supervise and monitor the model together.
“Since implementing this model, the main alarms are garbage collection bells, there have been no burglar or fire alarms, and people have increasingly raised their awareness of preserving environmental hygiene and urban landscape,” Mr. Le Phuoc Tai emphasized.
The model not only brings a new look to the small alleys in area 3 (An Cu), Ninh Kieu ward, but also actively contributes to supporting urban management in Ninh Kieu ward in particular and Can Tho city in general.
