On October 29, working group No. 5, led by comrade Nguyen Thi My Hang, member of the Standing Committee of the City Party Committee, Head of the Internal Affairs Committee of the Ho Chi Minh City Party Committee, worked with Binh Co ward on the results of implementing Plan 249-KH/UBKTTW of the Central Inspection Committee .

At the working session, the leaders of Binh Co ward reported to the delegation about the difficulties in operating the 2-level local government model, notably the lack of staff while the workload is large.
Chairman of Binh Co Ward People's Committee Nguyen Van Thuan said that the locality is under pressure from a large population of more than 65,000 people. In the next 4-5 years, when the two industrial parks in the area come into operation, workers will come to work, leading to a huge demand for schooling for their children.

Concluding the working session, comrade Nguyen Thi My Hang acknowledged the efforts of Binh Co ward in the process of operating the 2-level local government model.
Regarding staffing difficulties, he suggested that the locality synthesize the needs and positions that need to be filled to report to the city. During the operation, it is necessary to be flexible in assigning work, mobilizing cadres and civil servants as well as providing on-site training to meet work needs.
Comrade Nguyen Thi My Hang also suggested that the locality identify its strengths to promote. Pay attention to and improve the material and spiritual life of the people; focus on cultural institutions, especially for workers. Reserve land to build schools to meet the learning needs of workers' children.
