The sand and gravel mining project in the area of Ha Chau and Nga My communes (formerly), now part of Diem Thuy commune after the merger, was licensed by the Thai Nguyen Provincial People's Committee in 2018 with an area of over 39 hectares, of which nearly 30 hectares are permitted for mining.
However, due to concerns about negative impacts on the environment and agricultural production, the people in the area have remained divided for many years.
