Inauguration of a $1.4 billion LNG power plant with top efficiency and competitive electricity prices.

The project was completed with six outstanding achievements. According to Prime Minister Pham Minh Chinh, the inauguration of the Nhon Trach 3 and 4 LNG power plants is a particularly important piece contributing to ensuring energy security.

On December 14th, the Vietnam National Energy and Industry Corporation ( Petrovietnam ) and its subsidiary, Vietnam Oil and Gas Power Corporation (PV Power) - the project's investor - held the inauguration ceremony for the Nhon Trach 3 and 4 LNG power plants in Dong Nai province, with the participation of Prime Minister Pham Minh Chinh.

Affirming that this is a strategic investment project for PV Power to transition to greener and cleaner energy, Mr. Le Duy Linh - General Director of PV Power - shared that the project implementation process faced many difficulties.

It involved many sleepless and stressful nights, heated debates, and all-night negotiations with foreign partners. The project's completion is a shared achievement, increasing PV Power's total installed capacity to over 5,800 MW.

Representing the project contractor, Mr. Nguyen Van Hung - General Director of Vietnam Machinery Installation Corporation (Lilama) - stated that the completed project is a major test of the construction capacity in the high-tech electrical engineering field. "The project's success is the result of the sweat, intellect, and persistent spirit of the engineers, workers, and laborers on the construction site," he shared.

In his remarks, Prime Minister Pham Minh Chinh stated that the inauguration of the plant is a particularly important piece contributing to ensuring energy security – a crucial strategic foundation for rapid and sustainable development, meeting the growth requirements in the new era.

Despite numerous difficulties and obstacles, the project's results are the product of the collective efforts and pioneering spirit of state-owned corporations, achieving six "firsts": lowest investment cost; largest scale; most modern technology; highest capacity; shortest EPC contract negotiation time; and most competitive commercial electricity price.

In particular, the Prime Minister noted that there were "unprecedented" challenges, such as the project's commencement during the COVID-19 pandemic. This project also serves as a model for self-financing from international financial institutions without a government guarantee – sending a message to foreign investors that government guarantees are not required.

Furthermore, the project was implemented in a context where there was no mechanism for pricing LNG in electricity costs, no regulations on long-term electricity output off-take, and many differing opinions. Nevertheless, the project was carried out, ensuring a balance of interests and shared risks.

Continuing to break even more records.

According to the Prime Minister, this is a model project, exemplary in all aspects, overcoming all difficulties and challenges, ensuring timely completion, safety, and adequate resettlement for the people. The project demonstrates Petrovietnam's maturity and growth.

"The project is like the legend of Saint Gióng, with oil and gas warriors who are not afraid of difficulties or hardships, and no matter how difficult or challenging the situation, they must achieve resounding victories so that Vietnam's oil and gas industry can develop and stand shoulder to shoulder with other countries in the future," the Prime Minister said.

To implement the project effectively, the Prime Minister requested continued optimization in operational methods, cost reduction, price reduction, and increased competitiveness so that people and businesses can benefit. Based on the project's model, it is necessary to surpass oneself, dare to innovate, and improve productivity and quality to continue conquering new records.

Acknowledging the directives, Petrovietnam Chairman Le Manh Hung stated that the LNG 3 and 4 power plant projects are Vietnam's first key power projects using LNG, employing new generation turbines with an efficiency of over 62%.

Bringing the project into operation increases the total number of power plants invested in and operated by Petrovietnam to 12, with a total installed capacity of 8,249 MW, accounting for 9.3% of the country's total capacity and exceeding 10% of the national electricity production.

Mr. Hung affirmed that the LNG-fueled power plant serves as a foundation for Petrovietnam to continue researching and developing LNG power centers nationwide to ensure energy security, promote the country's economic development, and contribute to achieving the goal of net zero emissions by 2050.

As the first project cluster in Vietnam to utilize imported liquefied natural gas (LNG), the project is a pioneering initiative in realizing the goal of achieving net zero emissions by 2050.

With an investment scale of up to 1.4 billion USD and a total capacity of 1,624MW, the project, once operational, is expected to supply more than 9 billion kWh/year, supplementing a large power source, especially in the South. The project cluster is a flexible power source, supporting system dispatch and balancing.

Notably, the project is invested in according to modern technological standards, using GE's 9HA.02 generation gas turbines (USA) - with efficiency up to 62-64%, among the highest currently available, allowing for flexible conversion with the possibility of using 100% hydrogen in the future - laying the foundation for a modern gas-fired power era in Vietnam.
