On December 2, the People's Committee of Phan Dinh Phung Ward organized working groups to inspect the current status of illegal constructions, encroaching on the stream system, sewers, and drainage corridors in the area. Through the inspection, the working groups encouraged and propagandized people whose constructions encroached on the stream system, sewers, and drainage corridors to voluntarily dismantle them, and committed to dismantling the illegal constructions before December 7.

At the same time, the ward organizes propaganda and mobilizes people to strictly implement regulations on protecting stream corridors and drainage culverts; not encroach, dump garbage, causing blockage of water flow. To thoroughly handle cases of encroachment and clearance of corridors for construction, Phan Dinh Phung Ward has focused on propaganda and mobilizing people to comply. Mr. Tran Dinh Thin, Vice Chairman of the Ward People's Committee, said: The Ward has established working groups; organized conferences to disseminate the plan to deploy tasks to residential groups; organized propaganda to each household with illegal constructions to be completed on December 2.

The encroachment on the sewer surface on Dam Xanh Street is being voluntarily removed by the people.

According to the plan, households with violations will self-demolish under the supervision of the working group and the residential group, from December 3 to 7. The ward People's Committee will organize inspections and provide support for households that have not completed the demolition from December 8 to 15. From December 8 to 20, a enforcement procedure will be developed for cases of violations that intentionally do not dismantle.

According to the survey, the central area of ​​the province has 6 points of frequent flooding during the rainy season, while the 4 drainage axes to the Cau River, more than 10km long, are all narrowed, silted, and congested. Therefore, the drastic direction of the provincial leaders, the active and urgent participation of the local authorities, especially the consensus of the people at this time are extremely necessary to completely handle the flooding situation in the central area of ​​the province as soon as possible.
